1.17.010 - Manner of drawing city council districts.¶
Pursuant to Section 400(E) of the Charter, the city is required to draw council districts by ordinance. Pursuant to Section 400(A) of the Charter, there are to be six (6) single-member districts with the council members elected by district and the mayor elected at-large.

1.17.020 - Drawing of city council districts.¶
A. On October 16, 2023, the city council adopted resolutions requesting the Merced County Local Agency Formation Commission to take proceedings for annexation 22-01 and certifying the Final Environmental Impact Report with appropriate Findings, Statement of Overriding Considerations, and Mitigation Monitoring and Reporting Program.
B. The Merced County Local Agency Formation Commission subsequently approved the annexation of UC Merced into the City of Merced.
C. Pursuant to California Elections Code Section 21623(a), "if the boundaries of a city expand by the addition of new territory, including through annexation of unincorporated territory or consolidation with another city, the council shall add that new territory to the nearest existing council district without changing the boundaries of other council district boundaries."
D. City staff reviewed the city's current boundaries and recommends the annexed UC Merced territory be absorbed by the nearest existing council district, District 6.

1.17.030 - Election dates for city council districts.¶
A. The initial election date for District 1 shall be in 2016 and every four (4) years thereafter.
B. The initial election date for District 2 shall be in 2018 and every four (4) years thereafter.
C. The initial election date for District 3 shall be in 2016 and every four (4) years thereafter.
D. The initial election date for District 4 shall be in 2018 and every four (4) years thereafter.
E. The initial election date for District 5 shall be in 2016 and every four (4) years thereafter.
F. The initial election date for District 6 shall be in 2018 and every four (4) years thereafter.
