Mendota Municipal Code Ch. 8.38 Swimming Pools

The purpose and intent of this chapter is to establish regulations regarding the installation and operation of swimming pools, spas, and hot tubs so as to protect and preserve the public safety, health, and welfare.

The building official or his appointed designee shall have the administrative authority to enforce this chapter.

Swimming pools, spas, and hot tubs shall comply with all applicable provisions of the California Building Code and associated trade codes. This shall include, but not be limited to, safety provisions such as fencing, coverings, and related features.

To ensure proper placement of a swimming pool, spa, or hot tub and related appurtenances, the applicant shall provide the building official with a scale drawing illustrating the property lines, fencing, existing and proposed structures, and other information as the building official may deem necessary to ascertain that the location of the proposed swimming pool, spa, or hot tub and appurtenances meet the requirements of this code.

The applicant shall request inspection on the completion of the following stages of construction:

A. Excavation and installation of the reinforcement structure, pool drain, rough plumbing, rough pool piping, and bonding, prior to the installation of the interior surfacing;

B. Installation of the rough electrical;

C. Completion of grading and setting of forms, but prior to installation of concrete or other decking;

D. Installation of fencing, covering, alarm(s) and/or other safety devices;

E. Completion of all work and prior to use of the swimming pool, spa, or hot tub.

Plans for public pools shall be submitted to both the City of Mendota and the Fresno County Department of Environmental Health for their review and approval.
