5.24.010 - Permit required.¶
A. No carnival or circus shall operate in the city without first obtaining a permit so to do from the city council.
B. No permit therefor shall be issued until the applicant has furnished adequate information to the city council as to the proposed location of the operation; proposed shows and attractions and sufficient evidence to satisfy the city council, in its absolute discretion, that the carnival or circus shall be conducted so as not to constitute a public nuisance.
C. Any permit issued under this chapter may be revoked at any time by the city council and no appeal shall lie from the decision of the city council and the decision of the city council shall be final and shall not depend upon any particular showing being made to the city council, it being understood that the granting of the permit and operation thereunder is a revocable license.

5.24.020 - Chapter does not affect business license reg ulations.¶
This chapter shall not be construed in any way to amend the provisions of Ordinance No. 7, as amended, the business license regulations.

5.24.030 - Nonapplicability of chapter.¶
This chapter shall not be applicable to any carnival or circus conducted on the premises of any school or institution regulated under the Education Code of the state.

5.24.040 - Violation—Penalty.¶
Any person, firm or corporation violating any of the provisions of this chapter shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine of not more than five hundred dollars or by imprisonment in the county jail for a period of not more than six months, or by both such fine and imprisonment. Each and every day's continuance of violation of this chapter shall constitute a separate offense.
