§ 9.32.010. Defined.

For the purpose of this Chapter, a "public billiard room" is defined to be any place open to the public where billiards, bagatelle or pool is played, or in which any billiard or pool table is kept and persons are permitted to play or do play thereon, whether any compensation or reward is charged for the use of such table or not; provided, however, that a public billiard room as used herein shall not include any place operated and maintained on the same premises with and strictly incidental to another lawful principal use of the premises and only during the hours that such principal use is open to the public.

§ 9.32.020. Hours.

A. No owner, manager or proprietor or other person having charge of any public billiard room shall keep the same open or allow or permit the same to be kept open or allow or permit any game to be played therein from 2 A.M. until 6 A.M., or allow or permit any person except such owner, manager, proprietor or persons in charge thereof or the servants regularly employed in and about the same, to be or remain therein between the hours aforesaid.

B. This Section shall not apply to any public billiard room operated and maintained as a family-style billiard parlor having carpeted floor and a brightly lighted interior completely visible from the outside of the premises through large adequate windows.

§ 9.32.030. Minors—Restrictions.

No person under the age of 18 years, shall be in, remain in, enter and visit any public billiard room unless such minor is accompanied by one of his parents or by his legal guardian. No person under the age of 21 years shall be in, enter or visit any public billiard room in which any alcoholic beverages are sold, dispensed or offered for sale, nor in any public billiard room which adjoins a room wherein alcoholic beverages are sold, dispensed or offered for sale, and in which there is an opening connecting the billiard room with the premises wherein alcoholic beverages are sold, dispensed or offered for sale.

§ 9.32.040. Minors—Responsibility of proprietor to prohibit on premises—Exceptions.

No owner, manager, proprietor or other person in charge of any public billiard room shall allow or permit any person under the age of 18 years to be in, remain in, enter or visit such place unless such minor person is accompanied by one of his parents or by his legal guardian. Every owner, manager, proprietor or other person in charge of a public billiard room, in which any alcoholic beverages are sold, dispensed or offered for sale, or such billiard room adjoining a building wherein alcoholic beverages are sold, dispensed or offered for sale, and in which there is an opening connecting such public billiard room with the room, in which alcoholic beverages are sold, dispensed or offered for sale, shall prohibit and prevent every person under the age of 21 years from being in, remaining in, entering or visiting such public billiard room.

§ 9.32.050. Minors—Exceptions from provisions.

Notwithstanding the provisions of Sections 9.32.030 and 9.32.040, any person of the age of 16 years or over may be in, enter, visit or play in any family-style billiard parlor as described in section 9.32.020 after the hour of 8:00 A.M. and prior to the hour of 10:00 P.M. of any day, and may be permitted to do so without being accompanied by parent or guardian providing no alcoholic beverages are sold, dispensed or offered for sale on the premises or in any adjoining room, connected by a door or opening to the premises.
