§ 13.20.070. Preliminary treatment facilities—Required when.

The admission into the public sanitary sewers of any waters or wastes having characteristics exceeding the following limits shall be subject to the review and approval of the City Engineer and where necessary, in the opinion of the City Engineer, the owner shall provide, at his own expense, such preliminary treatment as may be necessary to reduce the objectionable characteristics to within the allowable limits:

A. Five-day B.O.D. of 300 parts per million by weight;

B. Suspended solids content of 350 parts per million by weight;

C. Any quantity of substances having the characteristics described in this chapter;

D. An average daily flow of two (2) percent of the average daily flow of the City.

§ 13.20.080. Preliminary treatment facilities—Approval required.

Plans, specifications and any other pertinent information relating to proposed preliminary treatment facilities shall be submitted for the approval of the City Engineer, and no construction of such facilities shall be commenced until the approval is obtained in writing.

§ 13.20.090. Preliminary treatment facilities—Necessity determination.

Upon determination by the City Engineer that waste of unusual strength or character can safely, efficiently and without damage to the system, be handled by the sewage system, an agreement or arrangement between the City and the person causing such waste may be entered into.

§ 13.20.100. Preliminary treatment facilities—Maintenance.

Where preliminary treatment facilities are provided for any waters or wastes, they shall be maintained continuously in satisfactory and effective operation by the owner at his expense.
