This chapter is intended to identify the city's process for the initiation and processing of street name change requests and honorary street name requests. (Ord. O2021-03 § 1)

Unaddressed Street. A street unassociated with an authoritatively issued address of any type.

Addressed Street. A street associated with at least one authoritatively issued address of any type.

Property Owner. The legal owner(s) of a parcel having frontage or an address on the subject street.

The final decision on requests to change the name of an existing street and to establish an honorary street name shall be made by the applicable review authority. The review authority shall be determined in accordance with the following:

• A. Development Services Director. The development services director, or designee, shall serve as the review authority for the following cases:

  1. Requests to change the name of existing, unaddressed streets.

  2. Requests to change the name of existing, addressed streets that are supported by petitions signed by at least ninety percent of all impacted property owners, who approve of the request.

• B. City Council. The city council shall serve as the review authority, based on recommendation by the development services director, or designee, for the following cases:

  1. Requests to establish honorary street names on existing, addressed streets that are supported by petitions signed by at least seventy-five percent of all impacted property owners, who approve of the request.

  2. Requests to establish honorary street names on existing, unaddressed streets.

3. Requests to change the name of existing, addressed streets that are supported by petitions signed by at least seventy-five percent, but less than ninety percent, of all impacted property owners, who approve of the request.

Street name change requests and honorary street name requests must be completed using the relevant application, review, and approval process in its entirety, as outlined in this chapter and the corresponding application packet. Requests to change the name of an existing street or to establish an honorary street name may be initiated by:

• A. City Council. With referral to the development services director, or designee;

• B. Development services director, or designee;

• C. Property Owner/Occupant. An owner or occupant of property having frontage or an address on the subject street; or

• D. Petitioner. Petition of interested parties:

  1. To be considered for review, the number of petition signatures in support of a street name change request or honorary street name request must represent at least seventyfive percent of all impacted property owners, if a petition is required,

  2. Where there are multiple property owners, only one petition signature per property will be accepted or required,

3. Where there are tenants and occupants on a property, only the signature of the property owner will be accepted and required on the petition.

Street name change requests and honorary street name requests shall be in compliance with the city's street naming standards outlined in the Land Division Improvements chapter (Section 16.23.060(J)) of this code. If approved, the street name change request or honorary street name request will be applied to the entire length of the subject street within the city boundary and cannot be applied to only a section of the street, unless otherwise recommended by the city on a case-by-case basis. To propose a street name change or honorary street name for consideration, the initiator must obtain, review, and complete the corresponding application packet. Upon completing and submitting the application packet and associated fees, the application packet shall be processed in one of the following manners:

• A. Where the development services director, or designee, is the review authority. Application packets shall be processed as follows:

  1. Application. A written and completed application request to change the name of an existing street shall be filed with the development services department and shall be accompanied by all required fees.

  2. Petition. The requirement and employment of a signed petition shall be considered as follows:

     • a. If the subject street is an addressed street, a signed petition in support of the street name change request must be circulated to all impacted property owners and occupants and must be submitted with the completed application packet. The development services department will process applications with petitions signed by at least ninety percent of all impacted property owners, who approve of the request. The application shall then be referred to pertinent city staff and to the review authority for further review and consideration. The completion and submittal of the signed petition is the sole responsibility of the applicant.

     • b. If the subject street is an unaddressed street, a signed petition is not required to complete the application packet. The development services department will

3. Approval Signature Threshold. Street name change applications with petitions that indicate less than seventy-five percent support from all impacted property owners will not qualify for further application review and approval; this does not apply to applications associated with unaddressed streets, which do not require the submission of a signed petition.

4. Application Review. City staff will review application packets that meet the minimum requirements for completeness, accuracy, and eligibility. The applicant will be notified of any issues related to the application and will be asked to correct the issues, if possible. City staff will endorse the application for the respective area of responsibility, if no issues are identified.

The city reserves the right to deny street name change requests, regardless of the corresponding petition's outcome, and the decision is final. Additionally, the city shall rename an existing street, if the street name change is in the best interest of the city and residents; applicable objectives include, but are not limited to, the prevention of public safety and traffic issues, correction of street name spelling errors, and alleviation of confusion caused by an existing street name.

5. Street Name Validation. The application packet will be routed to the public safety review group for review and approval, ensuring that the primary proposed street name and all alternate proposed street names meet the city's street naming standards outlined in the Land Division Improvements chapter (Section 16.23.060(J)) of this code. If issues with the primary proposed street name are present, the city will choose the next priority alternate name provided on the application, and the applicant will be informed that an alternate name had to be chosen.

6. Public Hearing. A public hearing shall be held to allow for public comment, before the final decision on the application is made by the review authority.

7. Development Services Director Approval. Following the public hearing, the development services director, or designee, will rule on the application.

8. Street Sign Fabrication and Installation Costs. All costs associated with the street name change request shall be the sole responsibility of the applicant. Once payment and final approval from the review authority are received, the street sign fabrication and installation process may begin.

9. Notification. Notification of the approved street name change and any subsequent address changes will be issued to individuals and entities affected by the street rename, including, but not limited to, the applicant, impacted property owners, other government agencies, and service providers.

Further considerations and additional details may be found within the pertinent application packet and are at the discretion of city staff.

• B. Where the city council is the review authority, application packets shall be processed as follows:

Once payment and final approval from the review authority are received, the street sign fabrication and installation process may begin.

9. Notification. Notification of the approved street name change or honorary street name and any subsequent address changes will be issued to affected individuals and entities, including, but not limited to, the applicant, impacted property owners, other government agencies, and service providers.

The applicant shall be responsible for all associated costs. (Ord. O2021-03 § 1)

Prior to the submission of a street name change application and its approval, the applicant and all affected property owners and occupants must understand and acknowledge the potential impacts associated with a street name change. Notable examples include, but are not limited to, the following:

• A. Addresses on the subject street will be updated to reflect the street name change. It is the responsibility of the affected property owner or occupant to update their address records accordingly, including, but not limited to, those shown on titles, deeds, utility accounts, and subscription services.

• B. Navigation and map service products may not reflect the new street name immediately after the request receives approval.

Requests to establish an honorary street name shall also adhere to the following:

• A. Sign Additions. Honorary street signs will be mounted immediately adjacent to the existing street signs.

• B. Duration of Placement. Honorary street signs can be permanent or temporary. The

durations of temporary, honorary street signs will be set by the development services director, or assigned designee.

• C. Sign Maintenance. The applicant will be responsible for the maintenance, repair, and replacement of honorary street signs. If the applicant is unable to provide for the maintenance, repair, or replacement of the honorary street signs, the signs will be removed.

• D. Honorary Naming Restrictions. In addition to those aforementioned in this chapter, the applicable review authority may apply other restrictions or conditions of approval on honorary street name requests, on a case-by-case basis. Although the city council reserves the right to make exceptions for extraordinary reasons, these additional restrictions and conditions typically include, but are not limited to, the following:

  1. The individual who is to be honored must be deceased.

  2. The application for the honorary street naming designation must include clear evidence that the honoree had a strong, positive impact on the Manteca community and made significant contributions that promoted Manteca's economic vitality, culture, or sense of civic pride.
