3.04.010 - Definitions.¶
For the purposes of this chapter, certain words and phrases used herein are defined as follows:
A. "Street" shall mean and include every public street, alley, lane, court, place, drive, bridge, viaduct or trestle intended for use or used by the general public; and
B. "Blinker light" shall mean a light, whether colored or uncolored, which emits an intermittent light.

3.04.020 - Permit required.¶
No person shall erect, maintain, cause or permit to be erected or maintained any blinker light upon or adjacent to any street within the City, whether on public or private property, which blinker light emits a light the same as, or similar to, a highway warning, danger or signal light and which is so located as to be visible from any public street without a permit.

3.04.030 - Exceptions.¶
A. Advertising signs. The provisions of this chapter shall not be deemed to apply to advertising signs upon private property consisting of continuous or intermittent lights in the form of illuminated words, letters or figures or portraying any advertising scene, figure or emblem and so constructed, arranged and located as to be clearly distinguishable from a highway warning, danger or signal light.
B. Government lights. The provisions of this chapter shall not apply to any government lighthouse or warning, danger or signal light erected or maintained as required by law or by order of any board or commission of the State.

3.04.040 - Application and issuance of permit.¶
Any person desiring to erect or maintain a blinker light upon or adjacent to any street so located as to be visible from any street shall first make application in writing so to do with the Council. The application shall state the proposed location of such light and a brief description of the proposed light.
The Council shall consider every such application, and if it finds that the blinker light proposed to be erected will serve as a warning to persons using the street and will tend to increase the safety of the traveling public, it shall issue a permit in writing authorizing the erection and maintenance of such blinker light. Such permit shall be valid until revoked, and no charge shall be made for it.
