2.22.010 - Enforcement of Municipal Code and California Vehicle Code.¶
Pursuant to the provisions of California Penal Code Section 836.5, Community Services Officers, Police Services Officers, and Code Enforcement Officers have the duty and are empowered to enforce all provisions of this Code and to arrest persons and issue citations for violations. Pursuant to the provisions of California Penal Code Section 836.5, Community Services Officers and Police Services Officers have the duty and are empowered to enforce and to arrest persons, issue citations for violations of Division 11 of the California Vehicle Code, and issue administrative citations for violations of the Municipal Code pursuant to Chapter 1.06 and Division 11 of the California Vehicle Code, to the extent permitted by law.

2.22.020 - Training of enforcement personnel.¶
The Chief of Police may certify individual officers in the classifications of Community Services Officer and Police Services Officer and Code Enforcement Officer, or any successor position as having enforcement, arrest and citation authority as set forth in Section 2.22.010 when the individual has successfully completed a basic course approved by the Commission on Peace Standards and Training pursuant to Section 832(a) of the Penal Code.

2.22.030 - Resisting, delaying, obstructing or interfering with non-sworn City officers.¶
Every person who willfully resists, delays, obstructs or interferes in any way with any City Community Services Officer, Code Enforcement Officer or Park Services Enforcement Officer in the discharge or attempt to discharge any duty of his or her office or employment shall be guilty of a misdemeanor.
