Chapter 15.08 — CONSTRUCTION SITE REGULATIONS

15.08.010. - Scope.¶
All construction or grading and any work related thereto within the Town shall comply with this Code and the requirements of this chapter.

15.08.020. - Hours of working.¶
(a)
Operations permitted under a building permit shall be limited to the hours between 7:00 a.m. and 8:00 p.m., Monday through Saturday. Work hours on Sundays and Town recognized holidays shall be limited to the hours between 9:00 a.m. and 5:00 p.m. and permitted only with the approval of the Building Official or designee.

Exception: Operations on residential projects of four units or less and located a minimum of 500 feet from any transient occupancy may work on Sundays and Town recognized holidays within the hours permitted. The use of heavy equipment (excavation equipment, loaders, compaction equipment, forklifts and similar equipment) is prohibited.
(2)
Exception: Interior work within enclosed structures is permitted on Sundays and Holidays, provided that a nuisance is not created by such operations.
(b)
Deviations from any provision of this regulation are subject to the approval of the Building Official or designee. Requests for such approval shall be submitted in writing to the Building Official a minimum of one working day in advance of the scheduled work.
(c)
All work authorized under a building permit shall comply with the Town's noise regulation.

15.08.030. - Sanitation facilities.¶
Unless adequate sanitation facilities are otherwise provided, a water closet shall be provided at all construction sites when the number of workers on a job site is three or more. Sanitation facilities may consist of a patented chemical-type privy approved by the local health department. All other requirements shall be according to the provisions of the Health and Safety Code.

15.08.040. - Removal of construction debris.¶
The permittee shall provide for the adequate removal and disposal of all construction debris in compliance with Chapter 8.12.

15.08.050. - Encroachment.¶
Placement of construction materials on a public right-of-way without an appropriate permit from the Town is prohibited.

15.08.060. - Construction site nuisances.¶
Operations on construction sites shall maintain preventive controls of blowing dust from construction work, protection of drainage diversion from site development, and control of erosion from removal of natural vegetation.

15.08.070. - Safety standards.¶
Working conditions on construction sites shall follow the procedures and standards established by the California Occupational Safety and Health Program standards (CAL-OSHA).
