For the purposes of this article, the words household sale mean the offering for sale or sale of, and display of personal property to the general public on premises devoted primarily to residential use. Household sale includes that class of event usually referred to as garage sale, moving sale, patio sale, yard sale, lawn sale, neighborhood sale, or rummage sale. The term household sale is not limited to sales or offerings of household items.

No person, whether as an individual or as a member of a group, shall conduct more than one (1) household sale in the Town in any twelve-month period regardless of the location of the sale, nor shall more than one (1) household sale be conducted on any single premises in any twelve-month period regardless of who conducts the sale.

No person shall sell at any household sale any article of personal property acquired for the purpose of sale.

The provisions of sections 18.20.015 and 18.20.020 do not prohibit the offering for sale or sale of items or personal property on an individual transaction basis when neither the offering nor the sale involves public display of the items offered, and where the offerer does not permit groups of potential buyers to view the items offered, and the offerer and offeree deal on a private negotiation basis.
