4.16.010 - Permit required.¶
No person shall practice the business of palmistry, fortune-telling, astrology, prediction of the future, or any similar practice for a fee or any other item of value without first having obtained a permit from the city manager. Any such permit shall be valid for a term of one year from the date of issuance unless earlier revoked. An annual fee of two hundred dollars ($200.00) payable in advance for each permit is required.

4.16.020 - Permit application.¶
An applicant for a permit under this chapter shall submit valid fingerprints obtained at the applicant's own expense and shall consent to the release of summary criminal history information. No permit shall be issued where the applicant has been convicted of any offense involving fraud, trickery, deceit, including but not limited to, embezzlement, false pretenses, fraud, theft or robbery. In the event a permit is issued, and the permit holder is subsequently convicted of any such offense, said permit shall automatically be revoked. Upon the bringing of criminal charges against such a permit holder, the permit shall be suspended for the pendency of the charges. In the event the permit holder is exonerated, the permit suspended shall
be extended without additional fee for a period of the suspension. A plea of nolo contendre shall be treated as equivalent to a conviction for purposes of this chapter.

4.16.030 - Revocation of permits.¶
The permits granted pursuant to this chapter shall be subject to revocation for any practice deemed unlawful or dangerous to the health, safety, and welfare of the community or any member thereof. Such permits shall be immediately revoked on proof of criminal or unethical character or any subversive activity or affiliation.

4.16.040 - Qualifications for permits.¶
Any person holding a permit pursuant to this chapter shall be a citizen of the United States, of good character, over the age of twenty-one (21) year, a resident for one year last past of the county, and have a city address wherein operations will alone be lawful.
