Lompoc Municipal Code Ch. 15.60 Security for Early Occupancy Permit

Whenever a construction project or proposed land use is substantially completed, or fully completed in a substantial portion thereof, and occupancy thereof or commencement of the use involved cannot commence without the issuance of a certificate of occupancy or other permit issued by the Building Official or Director of Community Development, and said officer determines that the performance of further acts or conditions necessary to complete said project or prepare said use for operation can easily be secured and said officer is further satisfied that the giving of security will guarantee the completion of such acts or conditions, then such officer is authorized to issue such certificate or permit upon the taking of security, reasonably calculated to secure the performance of such act or conditions, in form approved by the City Attorney. Such security shall also be accompanied by the written authority for the City, its officers and employees, to enter upon the subject property and complete the acts or conditions involved.
