§ 13.20.010. Authority of City Council to Establish Rates and Rules and Regulations for…¶
The right, power, and authority is granted to and reserved by the City Council, by resolution thereof, to establish the rates to be charged for the sale of electrical energy, to set up classifications and schedules for such rates and to adopt and promulgate by resolution such rules and regulations consistent with the terms of this Chapter necessary for the efficient operation of the electrical distribution system of the City and the collection of the charges established for such distribution system.

§ 13.20.020. Tampering.¶
No person shall injure, interfere with or, in any manner, tamper with any meter, wire, pole, appliance or property belonging to or a part of the electric system of the City.
