§ 10.36.010. Authority to Establish.

Whenever any resolution of the City designates and describes any street or portion thereof as a street the use of which is permitted by any vehicle exceeding a maximum gross weight limit of three tons, the City Engineer is authorized to designate such street by appropriate signs as "Truck Route" for the movement of vehicles exceeding a maximum gross weight limit of three tons.

§ 10.36.020. To be Used by Trucks Exceeding Three Tons—Exceptions.

A. When any truck route is established and designated by appropriate signs the operator of any vehicle exceeding a maximum gross weight limit of three tons shall drive on such route and none other except that nothing in this Section shall prohibit the operator of any vehicle exceeding a maximum gross weight of three tons coming from a truck route having ingress and egress by direct route to and from restricted streets when necessary for the purpose of making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on such restricted streets or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon such restricted streets for which a building permit has previously been obtained therefor.

B. The provisions of this Section shall not apply to passenger buses under the jurisdiction of the Public Utilities Commission, or to any vehicle owned by a public utility while necessarily in use of the construction, installation or repair of any public utility.

§ 10.36.030. Designation of Truck Routes.

The following streets and parts of streets are "truck routes" for the movement of vehicles exceeding a maximum gross weight of three tons.

South "I" Street from south City limits line north to Cypress Avenue.
Cypress Avenue from "I" Street east to "F" Street.
"F" Street from Cypress Avenue north to Ocean Avenue.
"A" Street from Ocean Avenue north to Central Avenue.
Central Avenue from "A" Street west to west City limits line.
Ocean Avenue from east City limits line west to west City limits line.
Laurel Avenue from "H" Street west to "V" Street.
"V" Street from Central Avenue south to Ocean Avenue.
"H" Street from Ocean Avenue to the north City limits line.
State Highway 1 from south City limits line north to the junction with State Highway 246 (Ocean Avenue).
Twelfth Street from Ocean Avenue north to Laurel Avenue.
Industrial Way from Twelfth Street west to Ninth Street.
Laurel Avenue from Twelfth Street west to Eighth Street.
Eighth Street from Laurel Avenue north to College Avenue.

§ 10.36.040. Designation of Explosives Truck Route—Use of Same by Trucks Transporting…

A. The following streets shall be designated as explosives routes and all operators of truck transporting explosives shall drive on such streets and none others:

  1. State Highway 1 from south City limits line north to the junction of State Highway 1 with State Highway 246;

  2. State Highway 1 from north City limits line south to Central Avenue;

  3. Central Avenue from State Highway 1 west to west City limits line.

B. The term "explosive" or "explosives" shall mean any substance. or combination thereof, that is commonly used for the purpose of detonation and which, upon exposure to any external force or condition, is capable of a relatively instantaneous release of gas and heat. The term "explosive" or "explosives" shall include, but shall not necessarily be limited to, all of the following:

  1. Substances determined to be Class A or Class B explosives as classified by the Interstate Commerce Commission;

  2. Nitrocarbonitrates (blasting agents) substances as classified by the Interstate Commerce Commission;

  3. Any substance meeting the provisions of this Section when designated as Class A or Class B in regulations adopted by the State Fire Marshal in accordance with the provisions of Chapter 4.5, Part 1, Division 3, Title 2 of the Government Code. Such designation shall be made pursuant to classification standards established by the Interstate Commerce Commission;

  4. The term "explosives" as used in this Chapter shall not be deemed to include small arms ammunition of .75 caliber or less, or any other Class C explosives as classified by the Interstate Commerce Commission.

C. Nothing in this Section shall prohibit any operator of any vehicle transporting explosives or other hazardous cargoes from deviating from the prescribed route for the sole purpose of making local deliveries.
