§ 10.32.010. Authority to Establish—Indication by Curb Markings.

A. Upon the passage of a resolution by the City Council, the City Engineer is authorized to determine and to mark loading zones and passenger loading zones as follows:

  1. At any place in the business district;

  2. Elsewhere in front of the entrance to any place of business or in front of any hall or place used for the purpose of public assembly.

B. In no event shall more than one-half of the total curb length in any block be reserved for loading zone purposes.

C. Loading zones shall be indicated by a yellow paint line stenciled with black letters, "LOADING ONLY," upon the top of all curbs within the zones.

D. Passenger loading zones shall be indicated by a white line stenciled with black letters, "PASSENGER LOADING ONLY," upon the top of all curbs in such zones.

§ 10.32.020. Establishment, Indication and Use of Bus Zones.

A. The City Engineer is authorized to establish bus zones opposite curb space for loading and unloading buses or common carriers of passengers and to determine the location thereof subject to the directives and limitations set forth in this Section.

B. The word "bus" as used in this Section shall mean any motor bus, motor coach, trackless trolley coach, or passenger stage used as a common carrier of passengers.

C. No bus zone shall exceed 80 feet in length: except. that when satisfactory evidence has been presented to the City Engineer showing the necessity therefor, the City Engineer may extend bus zones to exceed a total length of 125 feet.

D. Bus zones shall normally be established on the far side of an intersection.

E. The City Engineer shall paint a red line stencil with while letters "NO STANDING," together with the words, "BUS ZONE" upon the top or side of all curbs and places specified as a bus zone.

F. No person shall stop, stand, or park any vehicle except a bus in a bus zone.

§ 10.32.030. Permits for Loading or Unloading at an Angle to the Curb.

The Chief of Police is authorized to issue special permits to permit the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of such permit. Such permits may be issued either to the owner or lessees of real property or to the owner of the vehicle and shall grant to such person the privilege as therein stated and authorized in this Section, and it shall be unlawful for any permittee or other person to violate any of the special terms or conditions of any such permit.

§ 10.32.040. Use of Loading Zones—Time Limits for Loading or Unloading.

A. Permission granted in this Chapter to stop or stand a vehicle for the purpose of loading or unloading of materials shall apply only to commercial vehicles and shall not extend beyond the time necessary therefor, and in no event for more than 20 minutes.

B. The loading or unloading of materials shall apply only to commercial deliveries, also the delivery or pickup of express and parcel post packages and United States mail.

C. Permission granted in this Chapter to stop or park for purposes of loading or unloading passengers shall include the loading or unloading of personal baggage but shall not extend beyond the time necessary therefor, and in no event for more than three minutes.

D. Within the total time limits specified in this Section the provisions of this Section shall be enforced so as to accommodate necessary and reasonable loading or unloading but without permitting abuse of the privileges granted.

§ 10.32.050. Use of Loading Zone Indicated With Yellow Marking.

No person shall stop, stand or park a vehicle in any yellow loading zone for any purpose other than loading or unloading passengers or material for such time as is permitted in this Chapter.

§ 10.32.060. Use of Passenger Loading Zone.

No person shall stop, stand or park a vehicle in any passenger loading zone for any purpose other than the loading or unloading of passengers for such time as is specified in this Chapter.

§ 10.32.070. Taxicab and Ambulance Stands.

Licensed taxicab and ambulance operators having an established place of business in the City may obtain for the purposes of their business taxicab and ambulance stands within the City upon compliance with the following requirements.

A. Application therefor shall be made in writing to the City Clerk on a form provided by the City Clerk. Such application shall designate the location or locations desired and shall be accompanied by the fee hereinafter designated.

B. Upon the filing of the application and the payment of the service fee, the City Clerk shall notify the Chief of Police of the application and shall transmit a duplicate copy of the application to the Chief of Police. The Chief of Police shall, thereupon install a metallic sign designating the stand for the particular applicant. Each applicant shall provide adequate metallic stand signs in the form and specifications established by the Chief of Police.

C. The stand fee for a taxicab and ambulance stand shall be eight dollars per month per stand, payable it advance. Each stand shall be restricted in use to the applicant therefor.

D. In the event any stand rental becomes delinquent and is not paid within five days after written notice from the City Clerk addressed to the address of the applicant as shown on the application, the City Clerk shall forthwith notify the Chief of Police of such delinquency. The Chief of Police shall thereupon remove all indications of the location as a restricted cab or ambulance stand and such location shall thereupon become a regular parking space.

E. No person shall stop, stand or park any vehicle in any taxicab or ambulance stand, except a taxicab or ambulance licensed to the cab or operator to which such stand has been authorized.
