10.20.010 - Speed zones.¶
A.
The state traffic laws regulating the speed of vehicles shall be applicable upon all streets within the city except where special speed zones are established by council resolution in accordance with the procedures provided in the Vehicle Code.
B.
Speed limits established in the traffic resolution pursuant to this section shall become effective when appropriate signs giving notice thereof are erected upon such street. (Vehicle Code § 22357 et seq.)

10.20.020 - Regulation of speed by traffic signals.¶
The public works director is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speed otherwise applicable, and may erect appropriate signs giving notice thereof. (Vehicle Code § 22401)

10.20.030 - Speed limit of vehicles in Lodi Lake Park.¶
A.
All of that certain park belonging to the city known as Lodi Lake Park is a public playground and a place of public assemblage and all the highways and driveways in the park pass places of public assemblage and through such public playground, and all of such highways and driveways are subject to the provisions of the Vehicle Code of the state and this title.
B.
It shall be prima facie unlawful for any person to operate any vehicle upon any such highways or driveways at a speed greater than fifteen miles per hour. The public works director is authorized and directed to erect appropriate signs, along the lines of such highways and driveways, giving notice of such speed limit. (Vehicle Code § 21113)

10.20.040 - Speed limit of boats on Lodi Lake.¶
It shall be prima facie unlawful for any person to operate any boat, vessel or water instrument upon Lodi Lake at a speed greater than five miles per hour. The public works director is authorized and directed to erect appropriate signs giving notice of such speed limit. (Harbors and Navigation Code Section 660)
