§ 2-3-1 CITIZENS’ SERVICE COMMITTEE CREATED.¶
There shall be and there is hereby created and established a Citizens’ Service Committee.

§ 2-3-2 MEMBERSHIP AND TERMS OF OFFICE.¶
(A) Membership and compensation. The Citizens’ Service Committee shall consist of an odd number not to exceed eleven voting members. Two members may be selected from people living outside the city limits. All members shall be appointed by a majority vote of the City Council. Members of the City Council shall not be eligible to serve as Committee members, but may be appointed by the majority of the City Council to attend Committee meetings as liaisons to the City Council. Committee members may not generally serve on any other advisory panels at the same time. Members shall receive no compensation.
(B) Terms. Terms of office of members of the Citizens’ Service Committee shall be four years; provided, that such members first appointed shall be classified by the City Council by resolution so that a minority of the members shall terminate their office on January 1, 2012, and the majority of the members shall terminate their office on January 1, 2014. A member of the Citizens’ Service Committee may be reappointed to any number of successive terms. Should a vacancy occur through means other than term expiration, the appointment of the new member shall be for the remainder of the vacated term.
(C) Chairperson. The Citizens’ Service Committee shall appoint a Chairperson and Secretary from among the appointed members. The Citizens’ Service Committee shall also have an option to appoint a Vice Chairperson. These officers shall hold office for one year, or until their successors are appointed and may hold the office for any number of successive terms. This member, in addition to the usual Chairperson duties, shall be the official contact between the Committee and the City Council.
(D) Youth members. In addition to the voting members, the City Council may appoint to the Citizens’ Service Committee up to seven nonvoting youth members living within the city limits or unincorporated Merced County, ages 12 to 19, from the student body of Livingston High School and Livingston Middle School.

§ 2-3-3 REMOVAL OF MEMBERS AND VACANCIES.¶
(A) Removal from the Committee. Any member of the Committee may be removed from the Committee by a majority vote of the City Council. Vacancies on the Committee from whatever cause will be filled by the City Council for the unexpired term.
(B) Resignation of members. A member of the Committee may resign from the Committee and said member shall cease to be a member of said Committee and a vacancy shall then exist.
(C) Absence with/without cause. Any Committee member’s seat shall automatically be deemed vacant for failing to attend any three meetings in any 12-month period, unless the absence is the result of illness or family emergency or removal of the Committee member from office would otherwise be prohibited by law. In the event that a Committee member is unable to attend a meeting due to illness or family emergency, the Committee member shall inform the City Manager or the department head working with the Committee at the earliest opportunity before the meeting in order for the absence to be excused. The Committee shall immediately inform the City Council of such vacancy. Vacancies of the Committee from whatever cause shall be filled by the City Council for the unexpired term.

§ 2-3-4 MEETINGS.¶
The Citizens’ Service Committee will meet on a monthly basis. The meeting time and location will be agreed upon by a majority of the members and the City Manager. Sixty percent of the voting Committee members shall constitute a quorum for the transaction of business.

§ 2-3-5 ADOPTION OF RULES.¶
The Citizens’ Service Committee may adopt rules for the transaction of business and shall keep a public record of its transactions, findings, determinations and recommendations.

§ 2-3-6 DUTIES AND RESPONSIBILITIES.¶
(A) Recommend, plan, organize and carry out projects, programs and activities that enhance the beauty of the community, promote wholesome community activities, improve the quality of life of the residents, protect public safety and assist community members from all walks of life including youth, senior citizens, disabled residents and the economic disadvantaged;
(B) Plan, organize, promote and carry out community wide activities and celebrations including, but not limited to, national holidays, dramatic events, parades, exhibits, pageants, tournaments, contests, games, races, meals served to the public, and any reasonably safe form of entertainment or recreation open to all residents of the city;
(C) Plan, organize, promote and carry out education community campaigns and activities that promote good physical and mental health, proper nutrition, immunization, disease prevention, exercise and healthy lifestyles;
(D) Plan, organize, promote and carry out public safety education campaigns in cooperation with the Police Department and Fire Department to enhance public safety, prevent crime and keep residents safe from fire;
(E) Work in partnership with the Livingston Historical Museum Foundation to preserve the history of the city and collect appropriate writings, pictures, artifacts and other items of historical interest;
(F) Promote, produce and encourage performances or displays by local, regional and national artists;
(G) Disseminate news and information regarding the community within the city and conduct public relations activities as are consistent with the purpose of the Committee;
(H) Initiate, sponsor and promote involvement, activities and contributions by the private sector; and
(I) Carry out other projects, programs, events and activities as directed by the City Council.
