§ 11-2-1 TURNING MOVEMENTS, REGULATIONS.¶
(A) Left turn.
Method of approach. The operator of a vehicle intending to turn to the left at an intersection or into an alley or driveway shall approach the point of turning in the line of traffic next to the center of the roadway.
Method of turning. The operator of a vehicle in turning left at an intersection shall pass to the right of the center of the intersection before turning, except that where markers have been placed upon the intersection boundary lines to be crossed by the vehicle, the operator shall pass to the right of such markers.
(B) Right turn.
Method of approach. The operator of a vehicle intending to turn to the right at an intersection or into an alley or driveway shall approach to the point of turning in the line of traffic nearest the right hand edge of the curb of the street.
When allowed.
(a) Within the central traffic district a right turn shall not be made at an intersection by the operator of any vehicle against a traffic signal.
(b) Elsewhere the operator of a vehicle may make a right turn at any intersection irrespective of a traffic signal, after stopping at a boulevard stop and subject to the rights of pedestrians at such intersections.
(C) Location of turning markers. The Chief of Police is hereby authorized, and as to those intersections mentioned in subsection (C)1. of this section, it shall be his or her duty to place or cause to be placed turning markers in intersections as follows.
Within intersections where either intersecting roadway is less than 60 feet in width and in intersections where streets meet at other than right angles and in intersections where one street terminates in another, a marker shall be placed at every intersection of the medial line of each street with the prolongation of the property or curb line of the intersection street, or as near the intersecting point of said lines as may be practical.
Intersections other than those mentioned in subsection (C)1. of this section may be marked as provided in said subsection or a single marker may be placed within such intersection at the intersection of the medial lines of the intersecting streets.

§ 11-2-2 SPEED RESTRICTIONS.¶
(A) The operator of a motor vehicle upon a street shall operate the same at a careful and prudent speed, subject to this limitation, and may lawfully proceed at a speed not exceeding 25 mph, except where otherwise marked.
(B) Pursuant to a speed survey conducted by TJKM Consultants of Fresno, the following changes in the current speed limits shall be implemented:
- Livingston-Cressey Road: 25 mph from Highway 99 to Nut Tree Road; 35 mph from Nut Tree Road to Olive Avenue (city limits);
- Peach Avenue: 35 mph from Main Street to Dwight Way;
- Walnut Avenue: 35 mph from Hammatt Avenue to Dwight Way; and
- Those roadways adjacent to schools will be retained as 25 mph zones.

§ 11-2-3 DRIVING FROM ALLEYS.¶
The operator of a vehicle emerging from an alley, driveway or garage shall stop such vehicle immediately prior to driving onto a sidewalk or onto the sidewalk area extended across any alleyway.

§ 11-2-4 DRIVING ON SIDEWALKS.¶
The operator of a vehicle shall not drive within any sidewalk area except at a permanent or temporary driveway.

§ 11-2-5 CERTAIN VEHICLES PROHIBITED IN CERTAIN AREAS.¶
(A) It shall be unlawful for the operator of any of the following vehicles to drive the same in the central traffic district or any business district between the hours of 7:00 a.m. and 6:00 p.m. of any day except Sunday; any vehicle so loaded that any part of its load extends more than three feet to the front or more than ten feet to the rear of said vehicle.
(B) 1. The Chief of Police is hereby authorized to establish over an appropriate street or streets and to designate by appropriate signs, through traffic routes for the movement of vehicles of two or more tons’ capacity designated for carrying merchandise, freight or materials.
- When any such through traffic route or routes are established and designated by appropriate signs, the operator of any vehicle mentioned in this section shall drive on such route or routes and none other except when it is impracticable to do or when necessary to traverse another street or streets to a destination for the purpose of unloading, but then only by such deviation from the nearest freight route as is reasonably necessary.

§ 11-2-6 BOULEVARD STOPS.¶
(A) The following streets and parts of streets are hereby declared to constitute boulevards for the purpose of this section: (none listed).
(B) Every operator of a vehicle or streetcar traveling any street intersecting any boulevard shall bring such vehicle or streetcar to a full stop at the place where such street meets the nearest property line of the boulevard before entering such boulevard, provided the property line is clearly marked or signposted as required in this title, except at intersections where and when traffic is subject to stop and go signals or directions.
(C) The Chief of Police is hereby authorized and required to place and maintain or cause to be placed and maintained upon each and every street intersecting a boulevard and at or near the property line of the boulevard appropriate signs upon the street or devices or marks in the roadway, such signs, devices or marks to bear the word “Stop” or the words “Boulevard Stop” in such a position and with letters of a size to be clearly legible from a distance of 50 feet along the street intersecting the boulevard.

§ 11-2-7 CROSSING FIRE HOSE.¶
No streetcar or vehicle shall be driven over any unprotected hose of the Fire Department when laid down on the street, private driveway or streetcar track, to be used at any fire or alarm of fire, without the consent of the Director of Public Safety or assistant in command.

§ 11-2-8 DRIVING THROUGH FUNERAL PROCESSION.¶
It shall be unlawful for the operator of any vehicle to drive between the vehicles comprising a funeral procession; provided, that such vehicles are conspicuously so designated.

§ 11-2-9 DRIVING VEHICLES WITHOUT LIGHTS.¶
It shall be unlawful for the operator of any vehicle to drive the same within the city limits when and if the said lights do not conform to the requirements of the state motor vehicle act in regard to lights on vehicles.

§ 11-2-10 CLINGING TO MOVING VEHICLES.¶
It shall be unlawful for any person traveling upon any bicycle, motorcycle or any toy vehicle to cling to or attach himself or herself or his or her vehicle to any other moving vehicle upon any roadway.

§ 11-2-11 UNLAWFUL USE OF SKATEBOARDS, ROLLER SKATES, SCOOTER OR ANY OTHER DEVICE OR…¶
(A) It shall be unlawful to ride any of the above mentioned devices upon Main Street, Livingston-Cressey, Davis Street and/or Walnut roadways within the city limits, or upon the sidewalks or roadways of any business district therein, or upon any tennis court or park maintained by the city.
(B) It shall be unlawful to use ramps and the like to jump from sidewalk curbs to the street or to jump from the street to the sidewalks, or to use any other means to propel skateboards, roller skates, scooters or bicycles or any other device or toy propelled by human power into the air or over any other object within the city limits.

§ 11-2-12 SHOPPING CENTERS, PUBLIC PLAZAS, INCLINE RAMPS OR INCLINE SURFACE AREAS ON…¶
It shall be unlawful to ride skateboards, roller skates, scooters or any other device or toy propelled by human power, other than a bicycle, upon the sidewalks, incline ramps or incline surface areas of any shopping center, public plaza or private property open to the public where signs prohibit such activity.

§ 11-2-13 SIGNING AND POSTING.¶
The posting of shopping centers, public plazas and private property open to the public shall be painted with white paint at ground level (not to exceed 36 inches above ground). Each letter shall be between one and one-half inches to two inches wide.
