§ 4-3-1 NUMBERING REQUIRED.¶
All units or other property abutting on any street or avenue shall be numbered in accordance with the provisions of this chapter under the supervision and direction of the Director of Finance.

§ 4-3-2 NUMBERING SYSTEM.¶
(A) Units fronting streets from the east and units fronting streets from the south shall bear even numbers in their figures. Units fronting streets from the west and units fronting streets from the north shall bear odd numbers in their last figures.
(B) In each block each ten feet shall be deemed the unit for determining the last figure of the number to be used. From the corner of the block nearest its baseline each ten feet of frontage shall be given a number.
(C) 1. On the south side of the Southern Pacific Railroad mainline track, on all streets extending east and west, the numbers shall commence at number 900 at the western city limits and extending east. The next blocks east shall commence at number 1000 and thereafter each block shall commence at a number 100 higher than the last.
- On all streets extending north and south, commencing at the north end of Second Street, south of the Southern Pacific
right-of-way, the first block shall commence at number 300 and, extending south; each successive block shall commence at a number 100 higher than the last. All blocks extending north and south of each other shall bear the same numbers, and all east and west of each other shall bear the same numbers.
(D) On the north side of the Southern Pacific Railroad mainline track, on all streets extending easterly and westerly the numbers shall commence at number 800 at Davis Street and, extending easterly, the next blocks easterly shall commence at number 900 and thereafter each block shall commence at a number 100 higher than the last. On all blocks extending northerly and southerly, commencing at the northerly line of Court Street, the first blocks shall commence at a number 100 higher than the last.

§ 4-3-3 DETERMINATION OF NUMBERS.¶
In case of doubt, or where a question arises as to the proper number to be assigned to a lot or building, the City Director of Finance shall decide the question and fix the number of such lot or building.

§ 4-3-4 PLACEMENT, STYLE OF NUMBERS.¶
On buildings now or hereafter constructed and fronting on any street or alley, there shall be conspicuously placed the number provided by this chapter. On commercial buildings, the number plate shall be placed at the front of the building on the entry door or transom. Said number shall be at least three inches in height, of a contrasting color with the surface placed upon, and shall be easily seen from the street. On residential buildings, numbering shall be provided by means of an electrically illuminated address unit powered by premises wiring system and located on the exterior wall closest to and parallel with the front property line. The unit shall be mounted within the center mass of the building and at least six feet but not more than ten feet above the finished grade.

§ 4-3-5 DUTY TO AFFIX NUMBER.¶
If the owner or lessee of any building shall fail, refuse or neglect to place the required number or to replace it when necessary, the City Director of Finance may cause a notice to be personally served upon such owner or lessee or mailed by registered mail to his or her last known address, ordering him or her to place or replace the number. Such owner or lessee shall comply with such notice within ten days from the date of the service.

§ 4-3-6 PENALTY.¶
Anyone violating the provisions of this chapter shall upon conviction, be subject to imprisonment not exceeding 30 days or to a
fine not exceeding $100.
