§ 3.22.010. Checks—To be signed by legally designated persons.

The City Treasurer shall pay out money only on checks signed by legally designated persons (Government Code Section 41003). Those legally designated persons shall be those persons who hold the offices of City Council member, City Clerk, City Treasurer, City Manager and a City employee designated by the City Manager. All checks whether drawn in payment of demands, certified or approved as conforming to a budget approved by either resolution or ordinance of the City Council, payroll checks or any other disbursement of funds shall require at least two signatures, except that: (1) one signature may be used for the transferring of money to and from the City's investment account at the State Treasurer (LAIF); and (2) one signature may be used for electronic payments related to approved payroll, payroll benefits, pension contributions and payroll taxes.
