4-12-1: PURPOSE AND INTENT:¶
The purpose of this chapter is to establish the legal framework for an entertainment zone that is activated only during specific special events designated by the city council. This chapter does not authorize open containers on public property at any time other than during such designated events. (Ord. 2026-01, 1-20-2026)
4-12-2: DEFINITIONS:¶
ACTIVE ZONE PERIOD: The specific date and time window authorized by a city council resolution or special event permit during which alcohol rules are relaxed.
DISTRICT CUP: A single-use, non-glass container approved by the city for use only during an active zone period. (Ord. 2026-01, 1-20-2026)
4-12-3: ESTABLISHMENT OF DORMANT BOUNDARIES:¶
The geographic boundaries of the entertainment zone shall be established by resolution. These boundaries represent the maximum possible footprint of the zone. The actual area active for any specific event may be the full zone or a subset thereof, as determined by the specific event permit. (Ord. 2026-01, 1-20-2026)
4-12-4: ACTIVATION REQUIRED:¶
The provisions of this chapter allowing public consumption shall be void and unenforceable except during an active zone period. At all other times, standard open container laws (LMC Section 5-2-2) shall remain in full force and effect. (Ord. 2026-01, 1-20-2026)
4-12-5: PERMITTED ACTIVITIES:¶
During an active zone period, persons twenty-one (21) years of age or older may possess and consume alcoholic beverages within the zone, provided:
Event Connection: The beverage was purchased from a participating vendor within the zone during the event hours.
Vessel: The beverage is in an official district cup specific to that event.
Wristbands: The person is wearing a verified age-check wristband issued by the event organizers or vendors. (Ord. 2026-01, 1-20-2026)
