§ 2.81.010. Definitions.¶
"Writings"
means any handwriting, typewriting, printing, photostating, photographing, and every other means of recording upon any form of communication or representation, including letters, words, pictures, sounds, or symbols, or combination thereof, and all paper, maps, magnetic or paper tapes, photographic films, and prints, magnetic or punched cards, discs, drums, and other documents delivered to any person for the purpose of conducting a closed session.

§ 2.81.020. Designation of writings.¶
Any writing to be considered by the city council in a closed session which is privileged and/or confidential shall be so identified by affixing, at the upper right hand corner of the first page of the writing, the following designation, in capital letters, bold type face, and at least in fifteen point type face:

§ 2.81.030. Return of writings.¶
A. To the extent practicable, all writings to be considered by the city council in a closed session shall be prepared and forwarded to the city council at the same time as, or in conjunction with, delivery of the agenda for each regular or special meeting of the city council. In that event, all such writings shall be immediately returned to the city attorney at the conclusion of a closed session.
B. In the event a writing to be considered by the city council in a closed session is distributed immediately prior to or during the closed session, such writing shall be returned to the city attorney not later than the deadline established for return of the same by a majority of members of the city council participating in the closed session.

§ 2.81.040. Property of city.¶
All closed session writings shall be deemed the property of the city. Failure to return closed session writings, unless otherwise authorized by a majority of the city council, shall be deemed to be a violation of this chapter.
