16.28.010 - General. ¶
A.
Plans shall be submitted in a form demonstrating that the applicant's engineer has made a careful investigation of the project, surrounding properties, existing conditions, any special circumstances and the requirements of the city. The submittal to the city for review shall include all the information needed for the plans examiner to determine that the plans and studies are adequate in meeting the city's requirements.
B.
The inspection fees are considered adequate only to cover the usual inspection of the project. Additional inspections will require additional fees.

16.28.020 - Plan checking fees. ¶
A.
Subdivision Maps. Fees for checking of final subdivision maps shall be paid at the time of submittal of the map for review by the city. The amount of the fee shall be determined in accordance with the fee schedule adopted by resolution of the city council.
B.
Improvement Plans. Fees for review of the improvement plans associated with a subdivision shall be paid with the first submittal of the plans for review by the city. The amount of the fee shall be based upon the "Engineering Division Bond Estimate Form" (DPW 0083). The unit costs shown on the engineering division bond estimate form will be reviewed from time to time and updated as needed, by the engineering division, to reflect appropriate cost estimates for bonding, plan checking and inspection purposes.
C.
Additional Fees. Additional plan check fees shall be required after the third plan review has been completed if the plans are still not ready for signature by the city. The amount of the additional review fee shall be determined by the city engineer and shall be based on an estimate of the work to be performed by the city for the subsequent review. The additional fee shall be paid with the fourth and subsequent submittals until the plans are ready for signature by the city.

16.28.030 - Inspection fees. ¶
A.
Inspections. Fees for inspection of the improvements for work associated with the subdivision shall be based on the engineering division bond estimate form. The fee for permits shall be paid prior to issuance of
permits. The unit costs shown on the engineering division bond estimate form will be reviewed from time to time and updated as needed by the engineering division, to reflect appropriate cost estimates for bonding, plan checking and inspection purposes.
B.
Additional Inspections.

When, in the opinion of the inspector, additional time is spent on a project for additional inspections due to the work not being ready when the inspection is called for, or additional inspections are required by the inspector for unacceptable work or corrective work, then an additional fee shall be paid by the developer for additional time spent by the inspector.

In the event that additional inspection fees are due, the developer shall deposit with the city an amount estimated by the city engineer to cover the cost of the additional inspection work.

This deposit shall in no case be less than five hundred dollars ($500.00) and shall be deposited prior to any additional inspection work being performed by the inspector. An account is to be established with the city for the deposit and the inspector is to charge the additional time to the account.

If, at any time, the balance of the account is considered insufficient to cover completion of the extra work, additional deposits to the account shall be made by the developer in accordance with the above. At the end of the project, any remaining funds in the account shall be returned to the depositor.

16.28.040 - Refunds and credits. ¶
A.
Refunds. Once a submittal for plan checking has been made, work is considered to have commenced on the project. If the developer requests in writing that the project be removed from the plan review and plan checking has not begun, then a refund of seventy-five (75) percent of the fees may be made to the developer. If, however, plan checking has begun, no refund shall be made.
B.
Credits. If there is determined to be an overpayment to the city for plan checking services due to incorrect completion of the engineering division bond estimate form, or a change in the estimate through the plan check process, a credit of the overage will be applied to the permit fee. If no permit is to be issued due to the project being stopped by the developer or expiration of the map, a refund of the overage is to be made upon written request by the developer.
