§ 3210. Purposes.

The purpose of this chapter is to supplement the general laws or to impose regulations where the State has not by general laws already legislated on the same subject matter. In the event any section in this chapter should conflict with the general laws as now or hereafter enacted, said general laws shall control.

§ 3211. Definitions.

The following words and phrases when used in this chapter shall for the purposes of this chapter have the meanings respectively ascribed to them in this part.

§ 3211.1. Motor Vehicle Code Definitions to Be Used.

Whenever any word or phrase used herein is not defined, but is defined in the Vehicle Code of the State of California and amendments thereto, such definition as contained in the Vehicle Code shall apply.

§ 3211.2. Bicycle.

BICYCLE

As defined in Section 21200 of the Vehicle Code and any amendment thereto.

MOTORIZED BICYCLE

As defined in Section 406 of the California Vehicle Code, and any amendment thereto.

§ 3211.3. Coach.

COACH

Any motor bus, motor coach, trackless trolley, or passenger stage used as a common carrier of passengers.

COUNCIL

The City Council of the City of Lakewood.

§ 3211.5. Curb.

CURB

The lateral boundary of the roadway, whether such curb be marked by curbing construction, or not so marked; the word "curb" as used shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or right-of-way of public utility companies.

§ 3211.6. Divisional Island.

DIVISIONAL ISLAND

A raised island located in the roadway and separating opposing or conflicting streams of traffic.

§ 3211.7. Loading Zone.

LOADING ZONE

The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

§ 3211.8. Official Time Standard.

OFFICIAL TIME STANDARD

Whenever certain hours are named herein, or by any traffic resolution adopted by the City Council, they shall mean standard time or daylight saving time as may be in current use in the City.

PARKWAY

That portion of a street other than a roadway or sidewalk.

§ 3211.10. Passenger Loading Zone.

PASSENGER LOADING ZONE

The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

§ 3211.11. Police Officer.

POLICE OFFICER

The Chief of Police and all deputies and officers appointed and designated by him, as well as the law enforcement agency of the City and every officer thereof designated by the law enforcement agency to enforce the laws of the City of Lakewood, as well as any other peace officer authorized to or directed to regulate traffic within the City of Lakewood or to make arrests for the violation of traffic regulations within the City of Lakewood.

When required, means complete cessation of movement.
