PREFACE
This Code constitutes a codification of the general and permanent ordinances of the City of Laguna Woods, California.
Source materials used in the preparation of the Code were the Orange County Code and ordinances adopted by the City Council. The source of each section is included in the history note appearing in parentheses at the end thereof. The absence of such a note indicates that the section is new and was adopted for the first time with the adoption of the Code. By use of the comparative tables appearing in the back of this Code, the reader can locate any section of the Orange County Code and any city ordinance included herein.
Notes which tie related sections of the Code together and which refer to relevant state law have been included. A table listing the state law citations and setting forth their location within the Code is included at the back of this Code.
Page Numbering System
The page numbering system used (comparative tables, state law reference table and index excepted) in this Code is a prefix system. The number to the left of the colon represents the title. The number to the right of the colon represents the number of the page in that title.
Index
The index has been prepared with the greatest of care. Each particular item has been placed under several headings, some of which are couched in lay phraseology, others in legal terminology, and still others in language generally used by local government officials and employees. There are numerous cross references within the index itself which stand as guideposts to direct the user to the particular item in which the user is interested.
Looseleaf Supplements
A special feature of this publication is the looseleaf system of binding and supplemental servicing of the publication. With this system, the publication will be kept up-to-date. Subsequent amendatory legislation will be properly edited, and the affected page or pages will be reprinted. These new pages will be distributed to holders of copies of the publication, with instructions for the manner of inserting the new pages and deleting the obsolete pages.
Keeping this publication up-to-date at all times will depend largely upon the holder of the publication. As revised pages are received, it will then become the responsibility of the holder to have the amendments inserted according to the attached instructions. It is strongly recommended by the publisher that all such amendments be inserted immediately upon receipt to avoid misplacing them and, in addition, that all deleted pages be saved and filed for historical reference purposes.

ADOPTING ORDINANCE
ORDINANCE NO. 05-02
AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADOPTING AND ENACTING THE CITY OF LAGUNA WOODS, CALIFORNIA, MUNICIPAL CODE.
THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. The "Laguna Woods, California, Municipal Code," published by Municipal Code Corporation, consisting of titles 1 through 13, each inclusive, is adopted.
Section 2. This Code shall be known as the "Laguna Woods, California, Municipal Code," and it shall be sufficient to refer to said Code as the "Laguna Woods Municipal Code" in any prosecution for the violation of any provision of this Code or in any proceeding at law or equity. It is sufficient to designate any Ordinance adding to, amending, correcting, or repealing all or any part or portion of this Code as an addition to, amendment to, correction or repeal of the "Laguna Woods Municipal Code." References may be made to the titles, chapters, sections, and subsections of the "Laguna Woods Municipal Code" and such references shall apply to those titles, chapters, sections, or subsections as they appear in the Code. The "Laguna Woods Municipal Code" may also be referred to as the "LWMC."
Section 3. Title, chapter, and section headings contained in this Code shall not be deemed to govern, limit, modify, or in any manner affect the scope, meaning, or intent of the provisions of any title, chapter, or section in this Code.
Section 4. The provisions of this Code shall not in any manner affect matters of record which refer to, or are otherwise connected with, Ordinances which are therein specifically designated by number or otherwise and which are included within the Code, but such reference shall be construed to apply to the corresponding provisions contained within this Code.
Section 5. The adoption of this Code does not affect prosecutions for Ordinance violations committed prior to the effective date of this Code, does not waive any fee or penalty due and unpaid on the effective date of the Code, and does not affect the validity of any bond or cash deposit posted, filed, or deposited pursuant to the requirements of any Ordinance.
Section 6. References in City forms, documents, and regulations to the chapters and sections of the former City Code shall be construed to apply to the corresponding provisions contained within this Code.
Section 7. Additions or amendments to the Code, when passed in such form as to indicate the intention of the Council to make the same a part of the Code, shall be deemed to be incorporated in the Code, so that reference to the Code includes the additions and amendments.
Section 8. Ordinances adopted after August 31, 2005, that amend or refer to ordinances that have been codified in the Code shall be construed as if they amend or refer to like provisions of the Code.
Section 9. This ordinance shall take effect and be in force on the thirtieth day from and after its final passage.
Section 10. If any section, subsection, subdivision, sentence, clause, phrase, or portion of this Ordinance is, for any reason, held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance. The City Council hereby declares that it would have adopted this Ordinance and each section, subsection, subdivision, sentence, clause, phrase, or portion thereof, irrespective of the fact that any one or more section, subsection, subdivision, sentence, clause, phrase, or portion thereof be declared invalid or unconstitutional.
Section 11. The City Clerk shall certify to the adoption of this Ordinance and cause the same to be posted at the duly designated posting places within the City and published once within fifteen days after passage and adoption as required by law; or, in the alternative, the City Clerk may cause to be published a summary of this Ordinance and post a certified copy of the text of this Ordinance in the Office of the City Clerk five days prior to the date of adoption of this Ordinance, and within fifteen days after adoption, the City Clerk shall cause to be published the aforementioned summary and shall post a certified copy of this Ordinance, together with the vote for and against the same, in the Office of the City Clerk.
PASSED, APPROVED AND ADOPTED this 19th day of October, 2005.
