Sec. 7-2-12. - Adoption of plans and specifications.¶
(a) The documents listed in this section, specific versions of which are adopted by resolution of the city council, except such portions that are deleted, modified or amended by such resolution, are hereby adopted as the standard plans and specifications for the construction, improvement and repair of highways, streets, bridges and flood control and recreational facilities. At least one copy of these documents shall be on file in the office of the city clerk for examination.
(1) Standard Specifications for Public Works Construction, the most recent edition, published by Building News, Inc.
(2) The following portions of Standard Specifications, Department of Transportation, State of California, the most recent edition:
a. Signals and lighting.
b. Pavement markers.
c. Bridges.
(3) The portion of Standard Plans, Department of Transportation, State of California, the most recent edition, covering signs, signals and lighting, and that portion covering bridges.
(4) California Manual of Uniform Traffic Control Devices, Department of Transportation, State of California, the most recent edition.
(5) City of Laguna Niguel Traffic Manual.
(b) The specific sections of the documents listed in this section that are included or excluded shall be specified in the resolution.

Sec. 7-2-13. - Establishment of plans and specifications by community development…¶
Standard plans for the construction, improvement and maintenance of highways, streets, bridges, flood control, landscaping, grading, small drainage structures and irrigation and recreational facilities and for the protection, supervision, management, control or use of such facilities shall, from time to time, be submitted by the director of community development and shall, upon approval and adoption by resolution, be enforced by him, and complied with and adhered to, except as provided by section 7-2-14, by developers, builders, contractors, subcontractors, agents and all others engaged in such construction, improvement or maintenance. Copies of the standard plans shall be available for inspection at the office of the director of community development.

Sec. 7-2-14. - Deviation from standard plans and specifications.¶
In any case where strict adherence to the community development department standard plans and specifications enumerated in section 7-2-13 would be impractical or unreasonable, the director of community development or his designee may grant such modification or deviation therefrom as will, in accord with good engineering practice and the public health and safety, conform to a plan that will, under the circumstances in such case, be practical and reasonable.
