§ 10.01.010. Duty to enforce traffic laws.¶
It shall be the duty of the officers of the police department, including regular, reserve and parking enforcement personnel, to enforce all street traffic laws of this city and all of the state vehicle laws applicable to street traffic in this city.

§ 10.01.020. Authority of police—Emergency powers.¶
Officers of the police department, including regular, reserve and parking enforcement, are authorized to direct traffic by voice, hand or signal in conformance with traffic laws; provided, that in the event of a fire or other emergency, or to expedite traffic or to safeguard pedestrians, such officers may direct traffic as conditions may require, notwithstanding the provisions of the traffic laws.

§ 10.01.030. Authority of firefighters at fire.¶
Officers of the fire department, when at the scene of a fire, may direct or assist the police in directing traffic thereat or in the immediate vicinity thereof.

§ 10.01.040. Emergency and experimental regulations—Testing traffic control devices.¶
(a) The city manager or designee is empowered to make regulations necessary to make effective the provisions of the traffic laws of this city as set forth in this code and in other ordinances and regulations and to make and enforce temporary or experimental regulations to cover emergencies or special conditions. No such temporary or experimental regulation shall remain in effect for more than ninety days.
(b) The city manager or designee may test traffic control devices under actual conditions of traffic.

§ 10.01.050. Disobedience declared infraction.¶
Unless otherwise specifically provided, any person who violates or wilfully fails to comply with any provision of this title of this code shall be guilty of an infraction.

§ 10.01.060. Traffic control by unauthorized persons prohibited.¶
No person other than an officer of the police department or a person deputized by the chief of police or person authorized by law shall direct or attempt to direct traffic by voice, hand or other signal, except that persons may operate when and as herein provided any mechanical push button signal erected by order of the city council or the state of California.

§ 10.01.070. Public employees to obey traffic regulations.¶
The provisions of this title shall apply to the driver of any vehicle owned by or used in the service of the United States government, this state, any county or city; and it is unlawful for any said driver to violate any of the provisions of this title except as otherwise permitted in this title or by state statute.

§ 10.01.080. Certain vehicles exempt.¶
The provisions of this title regulating the operation, parking and standing of vehicles shall not apply to any vehicle of the police or fire department, any public ambulance or any public utility vehicle or any private ambulance, which public utility vehicle or private ambulance has qualified as an authorized emergency vehicle, when any vehicle mentioned in this section is operated in the manner specified in the vehicle code in response to an emergency call.
