Chapter 2-4 — TRANSPORTATION AND CIRCULATION COMMISSION

2-401 - Formation of transportation and circulation commission.¶
A transportation & circulation commission consisting of seven members is established by city council resolution. The seven members are appointed by the city council.

2-402 - Purpose of the commission.¶
(a)
The commission shall advise the city council on matters related to safe and efficient circulation of all modes of transportation, including bicyclists and pedestrians, upon city streets and rights-of-way, in addition to on-street parking.

Provide liaison between community and the police on matters of traffic and pedestrian safety.

2-403 - Powers and duties.¶
The commission shall fulfill its purposes by assuming the following powers and duties:
(a)
Provide a public forum to review citizen complaints and requests regarding transportation matters. The commission shall consider and, where appropriate, arrange for the investigation of requests or suggestions concerning transportation safety, mobility, and accessibility, and upon the basis of their deliberations, shall submit recommendations to the city council.
(b)
Guide implementation of the general plan circulation element and specific plans related to transportation matters, including review of prospective transportation-related grant funding opportunities. The commission shall submit for council consideration a report or recommendations advising certain implementation actions. However, if the city council determines that implementation of a transportation matter is of an emergency nature the city council may act without first obtaining such report or recommendation from the commission.
(c)
When requested by the planning and building director, city manager, planning commission, or the city council, the commission shall analyze land development proposals from the standpoint of traffic safety and suggest conditions or requirements which might reasonably be imposed on the project to minimize any adverse traffic effects which would otherwise result from the development.
(d)
The commission may review and comment on the city's capital improvement program.
(e)
Perform other duties related to transportation as directed by the city council.

2-404 - Time and place of meetings.¶
The commission shall meet twice monthly at a time and place in Lafayette designated by the commission. Additional meetings may be called at the discretion of the commission chair. All meetings shall, except as provided by law, be open to the public and shall be noticed in accordance with law.

2-405 - Records.¶
The commission shall keep a public record of its proceedings.

2-406 - Qualifications.¶
Each commissioner shall be a resident of the City of Lafayette, and shall be a person having interest, experience or ability in transportation planning and/or engineering issues.

2-407 - Term of office.¶
The term of office of each member is two years.

2-408 - Removal or vacancy.¶
A member of the commission may be removed by majority vote of the city council. A vacancy is filled in the same manner as the original appointment. A person appointed to fill a vacancy serves for the remainder of the unexpired term.

2-409 - Appointment of chair and vice chair.¶
The commission shall annually elect the chair and vice chair for a term of one year.

2-410 - Duties of officers.¶
(a)
Chair. The chair shall preside at all meetings of the commission. The chair shall appoint all subcommittees and shall perform all the duties necessary or incidental to this office.
(b)
Vice chair. The vice chair shall serve as chair in the absence or inability of the chair to serve.

2-411 - Quorum.¶
Four members of the commission constitutes a quorum for the transaction of business.

2-412 - Absence from meetings.¶
(a)
Members must notify the chair before the meeting in order to be excused.
(b)
If a member of the commission is absent without notice from three consecutive regular meetings of the commission, the seat automatically becomes vacant. The commission shall immediately notify the city council of the vacancy.

2-413 - No compensation.¶
Members of the commission shall serve without compensation.
