11-101 - Applicability.

This part applies to every city-owned park facility and sports field.

11-102 - Definitions.

In this part, unless the context otherwise requires:

(a)

"Canvassing" includes the act of any person conducting a poll, survey or petition drive, or sharing, communicating or otherwise conveying ideas, views or beliefs, or disseminating oral or written information to a person willing to directly receive such information, whether political, religious, commercial, non- commercial, charitable or otherwise, and to solicit donations made incidental to such activities.

(b)

"Director" means the director of the parks, trails and recreation department of the city or its authorized representative.

(c)

"Department" means the parks, trails and recreation department of the city.

(d)

"Fee facility" means a structure or park facility or portion thereof which is available to be rented and reserved for the exclusive use of an individual or group, upon payment of a fee, as set by resolution of the city council, and issuance of a permit pursuant to chapter 11-3 of this title.

(e)

"Park facility" or "park" means the body of water, land, campsite, recreation area, structure, system, equipment, machinery or other appurtenance owned by the city and, managed, controlled or operated by the department.

(f)

"Smoking" means possessing a lighted pipe, cigar or cigarette of any kind, or any other lighted smoking equipment or the lighting or emitting or exhaling the smoke of a pipe, cigar or cigarette of any kind.

(g)

"Sports field" means a flat turf or dirt area regularly and routinely used for an athletic contest such as baseball, softball or soccer.

11-103 - Director's duties.

The director shall, in accordance with the recommendations of the parks and recreation commission, administer parks and park facilities.
