§ 9.04.010. Trespassing on public safety facility grounds.¶
A. No person other than a peace officer or city employee acting within the course and scope of his or her employment, shall enter or loiter upon any of the following areas in the public safety facility, without the express permission of a city employee, nor refuse or fail to leave any such area immediately upon being requested to do so by a city employee:
Police vehicle parking lot, including driveway;
Premises of jail;
Fire truck parking garage, including driveway.
B. Restricted areas shall be designated by the posting of signs, stating that the area is restricted and that unauthorized entry is a misdemeanor. Such warnings shall be posted in plain sight at entrances to the restricted area. Such warnings shall be posted at least twenty-four hours prior to enforcement.
C. Every person who violates this chapter is guilty of a misdemeanor.

§ 9.04.020. Obstruction of emergency agency—Penalty.¶
It shall be a misdemeanor punishable by a fine of not to exceed five hundred dollars, or by imprisonment for not to exceed six months, or both, for any person, during an emergency to:
A. Wilfully obstruct, hinder or delay any member of the emergency organization in the enforcement of any lawful rule or regulation issued pursuant to this code, or in the performance of any duty imposed upon him or her by virtue of this code;
B. Do any act forbidden by any lawful rule or regulation issued pursuant to this code, if such act is of such a nature as to give or be likely to give assistance to the enemy or to imperil the lives or property of inhabitants of the city, or to prevent, hinder or delay the defense or protection thereof;
C. Wear, carry or display, without authority, any means of identification specified by the emergency agency of the state.
