§ 8.36.010. Permit—Required.¶
It is unlawful for any person to hold, conduct or gather for any celebration, parade, service or assembly for any purpose whatsoever, other than religious, political or military, in or upon any street, alley, sidewalk or parkway without first applying for and receiving from the city clerk a permit to hold a public gathering.

§ 8.36.020. Permit—Application—Contents.¶
The application for a permit to hold a public gathering shall be verified and contain the following:
A. Name and address of applicant;
B. The nature of the gathering;
C. The purpose for which it is to be held;
D. The name and description of sponsoring agency, if any;
E. The date or dates when the gathering is to be held;
F. The place or places where the gathering is to be held;
G. Statement of agreement to arrange with the chief of police for adequate policing.

§ 8.36.030. Permit—Application—Processing.¶
The application for a permit to hold a public gathering shall be filed with the city clerk at least five days prior to the meeting of the city council when the application is considered. Upon the filing of the application, the city clerk, within twenty-four hours, shall deliver same to the chief of police, who shall call a meeting of the police commission to consider the application and make a recommendation to the city council. Should favorable action be taken by the city council upon the application, the city clerk by minute order shall be authorized to issue a permit which shall designate when and where the gathering may be held and under what conditions, if any.

§ 8.36.040. False statements.¶
Any person who files an application for a permit to hold a public gathering who makes, causes, permits or allows to be made in the application any statement that is fallacious, or any fallacious representation whatsoever regarding any of the facts set forth in the application, or any fallacious representation whatsoever regarding the nature of the venture as a whole is guilty of a misdemeanor.

§ 8.36.050. Revocation of permit.¶
Any person who has been issued a permit to hold a public gathering pursuant to the provisions of this chapter shall have the same revoked by the city council upon violation of any of the provisions of this chapter or if and when in the discretion of the city council it is contrary to the public welfare.
