§ 3.32.010. Purchases defined.

"Purchases"

means and includes all materials, supplies, goods, chattels and gasoline supplied and furnished to the city and all labor for services rendered for and on behalf of the city, with the exception of professional services.

§ 3.32.020. Purchase orders—Generally.

All purchases shall be made through purchase orders unless specifically authorized by the city council, or as provided by authorized petty cash funds.

§ 3.32.030. Purchase orders—Procedure.

Copies of all purchase orders shall be kept in the office of the finance officer. Department heads shall itemize the purchases needed, designate the department for whom purchased, date and sign the purchase order. The purchasing recorder shall record and the city manager shall authorize such purchase and designate the place it is to be bought. Each purchase order shall be consecutively numbered and such purchase order number shall be placed on the vendor's invoice and submitted as a demand to the city.

§ 3.32.040. Purchasing recorder—Designated.

The purchasing recorder shall be the finance officer or a designee of the finance officer.

§ 3.32.050. Purchasing recorder—Duties.

It is the duty of the purchasing recorder to process purchase orders according to the provisions of this chapter.

§ 3.32.060. Public projects.

When expenditures required for a public project exceed that amount delineated in Government Code Sections 37901 through 37907, the project shall be contracted for and let to the lowest responsible bidder after notification in accordance with the Government Code sections referenced in this section. The city council, in awarding public project contracts, shall adhere to all provisions of the State Labor Code, Sections 1720 through 1815, pertaining to public projects.
