§ 12.32.010. Permit for special park use required.¶
A. It is unlawful for any person to use the parks for anything other than general park use, unless the person doing so has applied for and received a permit in writing from the parks and recreation director; provided, however, that in the discretion of the director, it is deemed that any assembly will not be of such a nature as to create a hazard and/or place in jeopardy its own or the public welfare. Notice must be given to the chief of police and returned, with his or her approval, to the parks and recreation director before a public works permit may be issued.
B. A permit shall be granted for a special park use if the parks and recreation director finds:
That the event for which the permit is sought will not interfere with regular park use by others;
That such event will not require extraordinary police protection to the extent of preventing normal police protection for the balance of the city;
That the event is not likely to result in damage to public property or substantially alter normal traffic patterns; and
That the event is not for the sole purpose of advertising any product, goods or event for private profit.

§ 12.32.020. Prohibited acts.¶
Any person who commits any of the acts set out in this section within any public park shall be guilty of an infraction which may be enforced through a citation or an administrative citation.
A. Cut, break, injure, deface or disturb any tree, shrub, plant, rock, building, cage, pen, monument, fence, bench or other structure, apparatus or property, or write upon any building, monument, fence, bench or other structure;
B. Make or kindle a fire except in picnic stoves provided for that purpose;
C. Camp, erect, maintain, or occupy any tent, lodge, structure, temporary or makeshift shelter, or unattended installation or display in any public park except in places designated for such purposes;
D. Propel or park any vehicle on turfed or planted areas adjacent to roadways, and/or any vehicle whatsoever in any place in the public park designated and marked by the director of public works or the chief of police as places where parking is prohibited;
E. Use obscene or abusive language likely to promote violent reaction from others;
F. Sell or offer for sale any merchandise, article or thing whatsoever without a public works permit;
G. Play or bet at or against any game which is played, conducted, dealt or carried on with cards, dice or other device for money, chips, shells, credit or any other representative of value, or maintain or exhibit any gambling table or other instrument of gambling or gaming;
H. Deposit any paper, fruit, rubbish, debris, or any waste material of any kind, except in such receptacles as may be located in such park therefor;
I. Permit any dog or other animal owned by him or her or under his or her control to enter any park that is not designated as allowing dogs on leashes. Leashed dogs are permitted in Mills, Lowell Brandt, Kuns and Lincoln parks;
J. Playing or engaging in any hazardous or dangerous game or contest, except at such place as shall be especially set apart for that purpose;
K. Operate or fly any motorized model airplane or to permit or allow the same to be operated in any park except in such areas as may be specifically designated for such use;
L. Smoking is prohibited in city of La Verne public parks and facilities.

§ 12.32.030. Obedience to park officer required.¶
Any person must comply with any lawful order of the parks and community services director, parks superintendent, parks foreman, park employee, or authorized parks and community services department personnel acting as special police officer in the enforcement of any provision of this chapter or that person shall be guilty of a misdemeanor.

§ 12.32.040. Defacing toilets prohibited.¶
It is a misdemeanor for any person who enters, uses, remains in, or loiters around any room, place or sanitary facility marked or designed for use by members of the opposite sex; to permit, carve, cut, etch, letter, mark in any way or deface in any manner whatsoever, any wall, floor or ceiling in a structure, basement or room containing a toilet, and/or take any objects from the toilets belonging to the city.

§ 12.32.050. Curfew.¶
Any person who loiters or remains in any public park at any time between the hours of ten p.m. and seven a.m. of the following morning, is guilty of a misdemeanor.

§ 12.32.060. Appeals.¶
The parks and community services director shall preside over all appeals by any person in regard to unfair treatment from parks and community services department employees, after an official written application has been filed by the complaining party with the office of the parks and community services director.
