§ 3.28.010. Establishment of funds.¶
The city council shall from time to time by minute motion establish such funds as are necessary to insure proper accounting of all revenues, appropriations and expenditures in accordance with established accounting procedures.

§ 3.28.020. Transfer of funds.¶
The finance officer is authorized to transfer funds in accordance with the approved budget when not in conflict with any law. This shall include any interim or temporary transfers of revenues or expenditures between funds necessary to facilitate accounting and recordkeeping procedures.
