22.05.010 - Adjustment plats.¶
A. General. Each adjustment plat shall be prepared by or under the direction of a registered civil engineer or licensed land surveyor. Each such plat shall be in the form and shall contain the date required by this chapter. The Director of Planning is hereby designated as the advisory agency for adjustment plats and is authorized and directed to:
Investigate each adjustment plat.
Prescribe minor modifications to existing improvements necessitated by the subdivision for which an adjustment plat is filed.
For subdivisions for which an adjustment plat is authorized:
a) A fee determined by City Council resolution which shall not be refundable.
b) An adjustment plat reproducible and copies in the quantity to be specified by the Director of Planning.
c) A county health department certification, for each lot for which a sanitary sewer is not available, that the lot is approved for installation of an on-site sewage disposal system.
B. Adjustment plat authorized. An adjustment plat may be filed pursuant to the provisions of this title to adjust the boundaries between two or more contiguous lots provided the Director of Planning determines that the exchange of property does not:
Create any new lots.
Include any lot created illegally unless said lot has subsequently been approved and a map of certificate of compliance relative thereto has been filed with the County Recorder.
Include any lots for which the City Engineer has determined that improvements or dedications are necessary and are not installed or guaranteed.
Impair any existing access or easement or create a need for a new access or easement serving any adjacent lot.
Require substantial alteration of any existing improvements or create a need for new improvements.
C. Processing of adjustment plat. The adjustment plat shall be examined by the Director of Planning, City Engineer, Director of Building Inspection and Housing, and Fire Marshal. When the plat is found to be technically correct the City Engineer shall execute the City Engineer's certificate. The Director of Planning shall determine whether the subdivision meets the requirements of the Zoning Ordinance and this title and either disapprove the plat or issue a certificate of compliance for the adjusted parcels which shall become effective upon presentation to the City of La Mesa of the recorded document effecting the required transfer of property. The Director of Planning after receiving evidence of the recording of the transfer of the property shall have the recording information included on the plat and shall approve the plat. The completed adjustment plat shall be filed in the office of the City Engineer.
Form. The adjustment plat shall be legibly drawn, printed or otherwise reproduced by a process guaranteeing a permanent opaque black record on tracing cloth or polyester base film. The size of each sheet, within the limits of eight and one-half (8-½) by eleven (11) inches and fourteen (14) by sixteen (16) inches, is optional and may be prescribed by the subdivider; provided that if more than one sheet is used, the sheets shall be of the same size. The plat, when feasible, shall be contained on one sheet. The scale of the plat shall be large enough to show all details clearly and shall be not less than one inch equals one hundred feet. If the plat is contained on more than one sheet, the particular number of each sheet and the total number of sheets comprising the plat shall be stated on each of the sheets and its relation to each adjoining sheet shall be clearly shown.
Information. Each adjustment plat shall contain:
a) The general legal description of the property being subdivided by reference to subdivisions or sectional surveys.
b) The identification of the record owners of the property including names, addresses, and telephone numbers.
c) The identification of the registered civil engineer or licensed land surveyor who prepared the plat including name, address, telephone number and registration number.
d) The date of preparation of the plat.
- Mapping. Each adjustment plat shall show;
a) The subdivision boundary lines including bearings and distances.
b) Existing streets, alleys and railroads adjacent to the subdivision including right-of-way widths and centerline data and names of streets.
c) Lots including old and new lot lines clearly distinguished. Bearings and distances along new lot lines and the new lot areas shall be shown.
d) Easements. The location, width and purpose of each existing or proposed public or private easement shall be shown.
e) Structures. The approximate location of each structure in the subdivision together with the dimensions necessary to establish the relationship of structures to lot lines.
f) The north point which shall be shown on each sheet of the plat.
g) The scale which shall be shown on each sheet of the plat.
h) Survey monuments set if a field survey is made.
- Certificates. Each adjustment plat shall contain the following certificates:
a) Engineer's certificate.

- Supplemental information. Material which shall be submitted to the Director of Planning with the adjustment plat includes:
a) Traverse calculations for the map. Traverse data shall be provided for the exterior boundary of the subdivision and for the boundary of each lot. Traverses shall be submitted in a form which facilitates checking the dimensions on the map. The error of closure shall be provided for each closed traverse.
b) Grant deeds executed and acknowledged by the owners for the transfer of property affected by the boundary adjustment.
