17.04.010 - Liability for cost of making connections.¶
Other than the repairs resulting from the excavation to effect the connection, the person making any connection under the provisions of this chapter shall pay all costs and expenses thereof.

17.04.020 - Additional connections in "R" zone.¶
17.04.030 - Establishment of sewer connection fees.¶
The fee for a sewer connection permit to any main or trunk line or other public sewer controlled or owned by the city of La Mesa for various streets and areas shall be established by city council resolution. These fees shall be in addition to other fees or waived as specified in Sections 17.04.030(10) through 17.04.030(4990).

17.04.030(5) - Additional connection fees.¶
In addition to all other fees required by Chapter 17.04, an additional fee per connection shall be paid to the city before a permit shall be granted to connect to any sewer line of the city where sewer main or line was constructed pursuant to an agreement with the city to serve property other than that for which permission to connect is sought. Such a fee shall be as set forth in such agreement, on file in the office of the city clerk.

17.04.030(10) - Abilene Terrace.¶
There shall be no fee for a sewer connection permit along all of Abilene Terrace.

The fee for a sewer connection permit along all of Adams Avenue shall be one hundred seventy-five dollars ($175).

17.04.030(70) - Alpine Avenue.¶
The fee for a sewer connection permit along Alpine Avenue from the east line of Collier's Addition No. 1 (Map No. 1150) to Mission Bell Lane shall be three hundred dollars ($300).

17.04.030(90) - Altamount Road.¶
The fee for a sewer connection permit along all of Altamount Road shall be twenty-eight dollars ($28).

17.04.030(110) - Alvarado trunk sewer.¶
The fee for a sewer connection permit along any portion of the Alvarado trunk sewer from the westerly city limits, being the west line of Pennsylvania Avenue, as shown on Rasonia (Map No. 2134) to its intersection with the westerly line of El Cajon Heights, (Map No. 593) shall be the sum of seventy-five dollars ($75).

17.04.030(110.1) - Alvarado Road—Lot E of La Mesa Colony.¶
The fee for a sewer connection permit to the sewer located in Lot E of La Mesa Colony and its connection to the Alvarado trunk sewer shall be seventy-five dollars ($75).

17.04.030(120) - Amarillo Avenue.¶
There shall be no fee for a sewer connection permit along all of Amarillo Avenue.

17.04.030(130) - Amaya Drive—Fletcher Hills Unit No. 1.¶
The fee for a sewer connection permit to connect to the sewer installed in Amaya Drive for lots one through eight inclusive, block one of Fletcher Hills Unit No. 1 (Map 2041) shall be the sum of five dollars per front foot of the entire lot connecting to such sewer.

17.04.030(140) - Amherst Street.¶
The fee for a sewer connection permit along Amherst Street from Benton Way to Seventy-third Street shall be one hundred seventy-five dollars and from Benton Way to Seventy-first Street shall be two hundred twenty-five dollars.

The fee for sewer connection permit for the easterly one hundred seventy-three feet of the Northerly three hundred thirty-five feet of Lot No. 114 of La Mesa Colony according to Map thereof No. 346 filed March 8, 1887 in the office of the San Diego County Recorder, excepting therefrom the westerly 89.97 feet of the northerly one hundred sixty feet shall be nine hundred seventy-five dollars per acre.

The fee for a sewer connection permit in Baltimore Drive north of Fletcher Parkway and south of the easterly prolongation of the north line of lot one hundred twenty of La Mesa Colony (Map No. 876) shall be one hundred twenty-five dollars.

There shall be no fee for a sewer connection permit along Baltimore Drive between a point approximately one hundred feet south of El Paso Street to the north city limits.

17.04.030(190) - Bancroft Drive.¶
The fee for a sewer connection permit along Bancroft Drive from Fletcher Drive to Madison Avenue shall be one hundred seventy-five dollars.

17.04.030(190.1) - Bancroft Drive—Easterly county sewer.¶
(a) The plat entitled "Exhibit A," city of La Mesa Drawing No. 2309 on file in the office of the city clerk as part of Document No. 15817 is hereby incorporated in and made a part of this section by reference.
(b) The fee for a sewer connection permit to be paid by each property owner within the boundaries of the area designated as Area 2 (Easterly County Area) on the aforementioned Drawing No. 2309 is hereby established as follows:
(1) A charge to be paid at the rate of eleven dollars and fifty-seven cents per annum, or any portion thereof, per gross acre (including streets, easements and all public and private lands) for those properties within the boundaries of the Area 2. The total charge shall be based on the number of years which accrue between August, 1964 and the official date of the annexation of property within the Area 2 to the city of La Mesa. In no case shall the amount paid exceed one hundred ninety dollars and ninety cents.
(2) An additional charge of twenty-five dollars for each sewer connection to the city of La Mesa sewer system.

17.04.030(190.2) - Bancroft Drive.¶
The fee for a sewer connection into the Merrit Boulevard 1911 Act Improvement District easement sewer main which flows into the Bancroft Drive trunk sewer shall be ten thousand dollars.

17.04.030(190.3) - Easement sewer from Bancroft Drive 810 Easterly to Lobrano Street.¶
The fee for connection to the sewer main in the easement between Bancroft Drive and Lobrano Street as shown on Drawing 5070, on file in the Office of the City Engineer, shall be four thousand four hundred eighty-eight dollars and eighty-nine cents.

The fee for a sewer connection permit along Brier Road shall be $2,574.72 for that portion of Lot 5 and the San Diego Flume right of way according to the Brier Tract Map 1475, more particularly described as follows:

The fee for a sewer connection permit along all of East Grant Street in Lakewood Knolls Subdivision (Map 2785) and its connection to the Alvarado trunk sewer shall be two hundred eighty-two dollars and twenty-four cents provided that in the event any sewer connection is designed to serve more than one lot in said subdivision, said sewer connection fee shall be a sum equal to two hundred eighty-two dollars and twenty-four cents multiplied by the number of lots in said subdivision which said sewer connection may serve.

17.04.030(1000) - Edenvale Avenue.¶
The fee for a sewer connection permit to connect to the sewer installed in a portion of Edenvale Avenue for lots one through eleven, block one hundred four, Collier's Addition No. l (Map 1150) also known as lots twenty through twenty-four inclusive Upland Tract No. 1394, shall be the sum of twenty-five dollars plus three dollars per lineal foot.

17.04.030(1005) - Edgelake Drive—Candy Lane.¶
Reimbursement Fee. In addition to any other fees for connections to sewer lines within the City of La Mesa, there is established a reimbursement fee of ten thousand dollars for equivalent dwelling units connecting directly to the sewer facility constructed in Candy Lane, a county owned road, located east of the City of La Mesa between Helix Hills Terrace and Lake Helix Drive, north of Lemon Avenue, as more fully set forth in the agreement filed in the office of the city clerk.

17.04.030(1010) - El Cajon Boulevard.¶
The fee for a sewer connection permit along El Cajon Boulevard (except from Morningside Way westerly to La Mesa Boulevard, and except as provided for in Section 17.04.030(1010.2) shall be one hundred seventy-five dollars.

17.04.030(1010.2) - El Cajon Boulevard—Jalaty sewer.¶
The sewer connection fee for connecting a sewer lateral or other service to the sewer line on El Cajon Boulevard between the easterly line of lot forty-two La Mesa Colony (according to Map No. 346) and a point one hundred twenty-five feet westerly of the easterly line of lot forty-seven of said La Mesa Colony shall be twenty-five dollars plus four dollars per front foot of the property owned by or in the possession of the person connecting to said sewer.

17.04.030(1010.3) - El Cajon Boulevard—Frontage Road.¶
The fee for a sewer connection permit to the sewer on El Cajon Boulevard for lots three hundred fifty-two, three hundred fifty-three, three hundred fifty-four, three hundred fifty-five and three hundred fifty-six jointly, three hundred fifty-seven, three hundred fifty-eight and four hundred eighty jointly Grossmont Park No. 3 (Map 1528) shall be five hundred four dollars. This fee is in addition to that fee for the sewer connection permit to be paid for each property owner under Section 17.04.030(1010.4) area tributary to Grossmont Summit off-site sewer.

17.04.030(1010.31) - El Cajon Boulevard—Frontage Road.¶
The fee for a sewer connection permit to the sewer in El Cajon Boulevard for lots four hundred eighty-two to four hundred eighty-six, inclusive, four hundred eighty-eight and four hundred eighty-nine of Grossmont Park No. 3 (Map No. 1528) shall be five hundred eighty-five dollars. This fee is in addition to that fee for the sewer connection permit to be paid by each property owner under Section 17.04.030(1010.4) area tributary to Grossmont Summit off-site sewer.

17.04.030(1010.4) - El Cajon Boulevard—Grossmont Summit off-site sewer.¶
Plat Adopted. The plat of the Grossmont Summit off-site sewer designated "Sewer Extension Plat No. 2" Drawing No. 1948, on file in the office of the city clerk, as Document #9630, is hereby incorporated in and made a part of this chapter by reference.
Fees Designated. The fee for sewer connection permit to be paid by each property owner within the boundaries of the area shown on Document #9630, for each connection to said sewer or any extension thereof is hereby established as follows:
(a) A charge of seventy dollars per dwelling unit.
(b) For the purpose of determining the number of dwelling units per acre for other than dwelling uses, the following is adopted and determined to be established:
Schools and churches — two dwelling units per acre.
Commercial and industrial use — three dwelling units per acre.
- Area Outside Boundary. Areas connecting to the Grossmont Summit off-site sewer or branches thereof, lying outside the boundaries designated on Document #9630 shall also be charged the unit rate applying to that area within the boundaries as established in paragraph 2 above.

17.04.030(1020) - El Capitan Drive.¶
The fee for a sewer connection permit to the sewer in El Capitan Drive northerly of the easterly prolongation of the northerly line of lot twelve of Eventide (Map No. 1781) and southerly of the easterly prolongation of the northerly line of lot twelve of Eventide (Map No. 1781) and southerly of the easterly prolongation of the northerly line of lot eleven of said Eventide shall be three eighty-six dollars.

The fee for a sewer connection to the 6-inch sewer in the alley lying between Date Avenue and Nebo Drive north of Finley Avenue for Lots 13, 14, 15 and 16 of Block 5 Grable Addition Map #994, shall be Eighteen Hundred Sixty-Three Dollars ($1,863.00).
The above fee is in addition to the sewer connection fee established by Section 17.04.030 of this Municipal Code.

Ten percent simple interest per annum on the fee charged from May 1, 1982, through and including the date of payment is also part of the connection fee. No interest shall accrue past April 30, 1992.

The fee for a sewer connection permit for the Kent property shall be the sum of ten thousand four hundred fifty-two dollars. 17.04.030(4428) - Taltec Drive—Helix Estates Sewer.¶
(a) City of La Mesa Drawing #3551-53, inclusive, approved April 17, 1978, entitled improvement plans for Helix Estates, La Mesa Tract 76-6, on file in the Office of the City of La Mesa Engineering Department is hereby incorporated and made a part of this section by reference.
(b) The plat entitled "Exhibit A" City of La Mesa drawing #2309, on file in the office of the City Clerk as part of Document 15817, is also incorporated and made a part of this section by reference.
(c) The fee for sewer connection permit by each property owner to connect to the eight-inch (8″) sewer installed to serve the Helix Estates Subdivision, Map 8816, i.e., within Taltec Drive, and in the sewer easement along the westerly line of Lots 4 and 5 of said subdivision as shown on Drawing #3551-53, inclusive, is hereby established as Three Thousand Seven Hundred and Sixty Dollars ($3,760.00).
(d) In addition, the fee for a sewer connection permit to be paid by each property owner within the boundaries of the area designated as area 2 (easterly county area) on the aforementioned Drawing #2309, is hereby established as follows:
(1) A charge to be paid at the rate of eleven dollars and fifty-seven cents ($11.57) per annum, or any portion thereof, per gross acre (including streets, easements and all public and private lands) for those properties within the boundaries of Area 2. The total charge shall be based on the number of years which accrue between August, 1964 and the official date of the annexation of property within the Area 2 to the City of La Mesa. In no case shall the amount paid exceed one hundred ninety dollars and ninety cents ($190.90) per acre.
