§ 5.28.010. Determination of services.¶
When any party or gathering occurs at a premises and a sheriff's deputy arriving at the scene determines that there is a threat to the public peace, health, safety or general welfare, the person in charge of the premises and/or the person responsible for the event, or if either of those persons is a minor, then the parents or guardians of that minor, will be held jointly and severally liable for the cost of providing sheriff's personnel on special security assignment over and above the services normally provided by the sheriff's department. Sheriff's personnel utilized in a second response, after an initial response and first warning to control the threat to the public peace, health, safety or general welfare, shall be deemed to be on special security assignment over and above the services normally provided. The accounting and billing procedures as set forth in Section 5.28.020 below shall apply.

§ 5.28.020. Determination of costs.¶
A. The costs of special security assignments shall include costs for total number of deputies involved and total minutes expended after the officers arrive on the scene. In addition, such costs shall include equipment usage as well as damages to city/county property and/or injuries to city/county personnel. Actual costs will be determined on a per occurrence basis by the sheriff's department based on the level and scope of service provided.
B. All fees and charges levied for sheriff's services described in Section 5.28.010 shall be due and payable upon presentation, and shall constitute a valid and subsisting debt in favor of the city and/or county and against the owner of the premises, the person in charge of the premises and/or the person responsible for the party, gathering or assemblage, or if any of the aforementioned individuals is a minor, then the parents and guardians of that minor. Fees and charges in an amount established by resolution of the city council shall be levied to recover the city's actual costs for notification and collection of delinquent accounts. Such fees and charges are a part of the fees and charges established for the service rendered and shall be collected as such.
