3.02.010 - Division established.

The division of human resources is established as a division of the county administrative office.

3.02.020 - Chief human resources officer—Powers and duties.

The division of human resources shall be administered by the chief human resources officer, who shall be appointed by and serve under the direction of the chief administrative officer. The chief human resources officer shall, subject to the civil service system of the county, employ such assistants and/or employees as are from time to time provided for by the position schedule of the county.

3.02.030 - Existing directives in force.

All existing directives and instructions which are applicable to the director of personnel shall also be applicable to and binding upon the employee relations officer.

3.02.040 - Functions.

The functions and responsibilities of the division shall include, but not be limited to, the following:

A. Management and supervision of and the county's personnel services in accordance with the rules of the civil service commission including, recruitment, examination, classification, equal employment opportunity, leadership and development training, and payroll and personnel records management;

B. Management and supervision of the county's employer-employee relations program;

C. Representation of the board in labor negotiations with recognized employee organizations;

D. Administration of the county's employee medical, dental, vision, and voluntary benefit plans;

E. Administration of the county's unemployment compensation insurance program;

F. Administration of the county's retiree health benefits programs.
