§ 2.08.010. Organization.¶
The city fire department shall consist of volunteer companies of firemen, organized into such engine, hose or hook and ladder companies as are allowed by law, and the certificate members thereof shall consist of such number of members as is now or may hereafter be allowed by law.

§ 2.08.020. Fire chief.¶
The fire chief shall have exclusive control of the workings of the fire department in time of conflagration or fire. He or she must aid in the enforcement of all fire ordinances duly enacted, examine buildings in process of erection, report violations of ordinances relating to the prevention and extinguishment of fires when directed by the proper authorities, and institute proceedings therefor, and has general control, management and direction of the city fire companies; and shall perform such other duties as may, by city ordinances, or by law, be imposed upon him or her. His or her compensation is fixed at the sum the city council determines from time to time by resolution.

§ 2.08.040. Apparatus—Use restrictions.¶
No fire apparatus, hose, tools or fire appliances of the department shall be used for other than fire purposes unless with written consent of the fire chief. Any person violating the conditions of this section is guilty of a misdemeanor.

§ 2.08.050. False alarms.¶
Any person who rings or assists in ringing any fire bell in the city other than for fire alarms, fire meetings or funeral tolling, unless with the written permission of the fire chief, is guilty of a misdemeanor.

§ 2.08.060. Water use restrictions.¶
Any person who opens or leaves open, except for ordinary household purposes, any faucet or water cock directly or indirectly connected with the source whence the fire department derives its supply of water for extinguishing fires, or who uses or continues to use for irrigating purposes any water from any pipe connected with the source of supply, from and after an alarm of fire, during any time the fire department is drawing upon such source of supply for the extinguishment of fire, is guilty of a misdemeanor.

§ 2.08.070. Cost recovery.¶
The city may establish and impose user fees for the delivery of non-emergency fire and rescue services, personnel, supplies, and equipment to facilities and agencies, including, but not limited to, nursing facilities, assisted living facilities, hospitals, clinics, care homes, government and non-governmental agencies, ambulance services, and commercial establishments. The fees shall be imposed for non-emergency services, including, but not limited to, lifting or moving non-injured persons, assistance with patient transfers not associated with an emergency medical response, welfare checks not initiated by the Jackson Police Department as an emergency, stand-by or assistance requests for operational or administrative purposes, rattlesnake removal, vehicular or residential lockouts except in the circumstance that an individual is locked in or an oven or stove is in use, and any other assistance deemed non-emergent by the Jackson Fire Department. The fees shall vary based on the type and amount of services provided, and shall take into account the cost of personnel, supplies, and equipment present or used at the scene. The City may also establish and impose user fees for the cost of providing personnel (a "rider") on an ambulance in cases including, but not limited to, requests for assistance transporting a patient to a hospital. The rate of user fees shall be that which is usual, customary, and reasonable and may include any services, personnel, supplies, apparatuses, equipment, and administrative costs. The rate shall be established by city council resolution.
