Sec. 2-4-101. - Establishment of office.

There is hereby created and established the Office of Director of Financial Management and Strategic Planning of the City.

Sec. 2-4-102. - Method of appointment.

The Director of Financial Management and Strategic Planning shall be appointed by the City Manager in accordance with Section 1-3-204.

Sec. 2-4-103. - Powers and duties.

The Director of Financial Management and Strategic Planning shall be the head of the Finance Department of the City, and shall have the following powers and duties:

A. Administer the financial affairs of the City.

B. Compile the budget expense and income estimate for the City Council.

C. Supervise and be responsible for the maintenance of a general accounting system for the City government and each of its offices, departments and agencies.

D. Submit to the City Council a monthly statement of all receipts and disbursements, in sufficient detail to show the financial condition of the City; and, as of the end of each fiscal year, submit a complete financial statement and report. The audit report of the City shall satisfy the requirement as to financial statement.

E. Perform all the financial and accounting duties heretofore imposed upon the City Clerk, and the City Clerk shall be relieved of such duties imposed by Government Code, tit. 4, div. 3, pt. 2, ch. 4, art. 1 (Government Code § 37350 et seq.) and Government Code §§ 40802—40805.

F. Perform such other duties as may be imposed by law or ordinance.

Sec. 2-4-104. - Duties of City Treasurer excluded.

Nothing herein shall be construed to require the Director of Financial Management and Strategic Planning to perform any of the duties given by law to the City Treasurer.
