Sec. 1-3-301. - Office established.¶
The Office of the Assistant City Manager of the City of Irvine is hereby created and established. The Assistant City Manager shall be appointed by the City Manager in accordance with Section 1-3-204.

Sec. 1-3-302. - Eligibility.¶
No member of the City Council shall be eligible for appointment as the Assistant City Manager until one year has elapsed after such Council member shall have ceased to be a member of the City Council.

Sec. 1-3-303. - Acting City Manager.¶
The Assistant City Manager shall serve as Manager Pro Tempore during any temporary absence or disability of the City Manager. In that event the City Manager, by filing a written notice with the City Clerk, shall designate the Assistant City Manager as City Manager Pro Tempore, and the Assistant City Manager shall exercise the powers and perform the duties of the City Manager during the City Manager's temporary absence or disability.

Sec. 1-3-304. - Compensation.¶
The Assistant City Manager shall be compensated within the range prescribed by the annual salary resolution. Other compensation components shall be determined by the City Council upon recommendation by the City Manager.

Sec. 1-3-305. - Powers and duties.¶
A. The Assistant City Manager shall be responsible for the implementation of the recreational bond issue and provide direct staff support to the City Manager. The powers and duties of the Assistant City Manager may be transferred, modified, exchanged or rearranged at any time as determined necessary by the City Manager.
B. The powers and duties of this position shall include, but not be limited to, planning space layouts and coordinating general design of new facilities, including parks; providing general staff support to the City Manager by coordinating special projects and activities; acting as a liaison with other governmental and private agencies; coordinating City functions in the absence of the City Manager; and performing other duties as may be assigned.

Sec. 1-3-306. - Reserved.¶
Sec. 1-3-307. - Internal relations; attendance at City Council meetings.¶
The Assistant City Manager or his or her designated representative shall attend all City Council meetings where his or her recommendations are to be considered by the City Council. The Assistant City Manager shall inform said members to the best of his or her ability of the status of any matter being considered by the City Council. In addition, the Assistant City Manager shall cooperate to the fullest extent with all commissions, boards or committees appointed by the City Council.
