§ 4.06.010. Definitions.¶
Wherever in this title any of the following terms are used, such terms shall have the meanings ascribed to them by this section unless the context otherwise requires.
"Applicant"
means the person, persons, association, corporation, or governmental agency applying for water service.
"Basic service charge"
means a fixed charge per month based upon meter size and/or type of use, for each month water is used.
"Billing period"
means the time interval between two consecutive meter reading dates or other time interval used for billing purposes.
"Billing unit"
means one hundred cubic feet of water (seven hundred forty-eight gallons).
"Commodity charge"
means a charge based on the amount of billing units of water used.
"Cost"
means the actual cost to the county, including all labor, material, supplies, equipment, and miscellaneous items, together with any applicable indirect and general charges, in accordance with the accounting practices of the county.
"County"
means the county of Inyo, its agents, officers and employees, including operators of the Inyo County water system.
"Customer"
means any person, persons, association, corporation, or governmental agency supplied or entitled to be supplied with water service by the county in accordance with this title.
"Disabled persons"
means a person who is unable to engage in any substantial gainful activity by reason of any medically determined physical or mental impairment which can be expected to result in death or to be of long-continued and indefinite duration. A person shall not be considered to be disabled unless he/she furnishes proof of the existence thereof in such form and manner as the county may require.
"Distribution mains"
means distribution pipelines located in streets, highways, public ways or private rights-of-way, exclusive of service connections, which are used to serve the general public with water.
"Facilities installation charge"
means the actual cost of installation of a new facility, or of changing an existing facility.
"Main extension"
means the extension of water distribution mains beyond previously existing facilities.
"Rates"
means the rates or amounts fixed by the board of supervisors and established by this title to be charged for water service by the county to its customers.
"Service areas"
means the areas identified in Chapter 4.08 within which the county will supply water and water service in accordance with this title.
"Service connection"
means the pipe or tubing, fittings and valves necessary to conduct water from the distribution main to and through the meter, or to the shut-off valve on an unmetered service connection, where connection is made with facilities of the customer.
"Temporary service"
means water service for construction work and other uses such that service is required for only a limited time, generally not to exceed six months. Also, water service to any premises which requires permanent service but a permanent service installation cannot be made at the time of application.
"Water service"
means availability of water to a premises through facilities of the county and any water supplied through such facilities.
