It shall be unlawful to conduct a garage sale before 9:00 a.m. or after 5:00 p.m.

§ 5-83.1. Exceptions.¶
(a) Inclement Weather. If a garage sale is not held on the dates for which the permit is issued or is terminated during the first day of the sale because of inclement weather conditions, and an affidavit by the permit holder to this effect is submitted, the Finance Director or designee may issue another permit to the applicant for a garage sale to be conducted at the same location within thirty days from the date when the first sale was to be held. No additional permit fee is required.
(b) Third Sale Permitted. A third garage sale shall be permitted in a calendar year if satisfactory proof of a bona fide change in ownership of the real property is presented to the Finance Director or designee.

§ 5-83.2. Display of Sale Property.¶
Personal property offered for sale may be displayed within the residence, in a garage, carport, rear yard, and front yard areas and only in such areas. No personal property offered for sale at a garage sale shall be displayed in any public right-of-way.

§ 5-83.3. Display of Permit.¶
Any permit in possession of the holder or holders of a garage sale shall be posted on the premises in a conspicuous place so as to be seen by the public and the Finance Director, designee, or such other code enforcement officers of the City of Inglewood assigned to inspections regarding compliance with provisions herein.

§ 5-83.4. Advertising.¶
It shall be unlawful to place a sign or other form of advertisement of a proposed garage sale upon any public property within the City or upon any other property within the City, except upon the premises where such sale is conducted. It shall be unlawful to exhibit a sign or other form of advertisement for more than two days prior to the day such sale is to commence, or to allow such sign to remain after 6:00 p.m. on the termination day of each sale. One sign only, not exceeding, fifteen by twenty inches in size may be placed in the front or side yard of the premises where the sale is conducted. No flags or other attention getting devices shall be displayed.

§ 5-83.5. Inspection—Arrest Authority of Inspector.¶
A police officer or any official designated by any City ordinance to make inspections under this Article, shall have the right of entry to any premises showing evidence of a garage sale for the purpose of enforcement or inspection and may require closure of said premises from the conduct of further sales and arrest any individual who violates any closure order or other provisions of this Article.

§ 5-83.6. Parking.¶
All parking of vehicles shall be conducted in compliance with all applicable laws an ordinances. Further, the police department may enforce temporary controls as necessary to alleviate special hazards and/or congestion created by any garage sale.

§ 5-83.7. Revocation and Refusal of Permit.¶
(a) False Information. Any permit issued under this Article may be revoked or any application for issuance of a permit may be refused by the Finance Director or designee if the application submitted by the applicant or permit holder contains any false, fraudulent or misleading statement.
(b) Conviction of Violation. If any permittee is convicted of an offense under this Article, the Finance Director or designee is instructed to cancel any existing garage sale permit held for the conduct of future sale days at the same premises and refuse to issue another permit for the conduct of sale days at the same premises, or to the same individual for the conduct of a sale at any other premises for a period of three years from the date of conviction. A permit for the same premises may be issued within the three-year restriction period to another property owner upon proof of a bona fide change in ownership of the property.
