§ 9.20.010. Landing of aircraft.¶
(a) Aircraft Defined. "Aircraft" as used in this Chapter, means any airplane, helicopter, or any other contrivance now known or hereafter invented, used or designed for navigation or flight in the air, except a parachute or other contrivance used primarily as safety equipment.
(b) Landing At Other Than Existing Airports. Except in case of emergency or for rescue missions, military purposes or governmental services, no person shall land any aircraft within the City except upon an airport, aircraft landing field, heliport or helistop approved by the City Council.

§ 9.20.020. Sound devices on aircraft.¶
No person, firm, or corporation, all flying any type of aircraft over the City, shall operate thereon any loudspeaker, siren, or other device (except the unmuffled exhaust of each aircraft), which makes any loud and raucous noise, and the same is hereby declared to be a public nuisance and may be abated by the City by any remedies available for the abatement of such nuisance.
