8.08.010 - Burning of materials within City limits—Permit required.

A. No person, firm or corporation shall set, kindle or maintain any fire, or cause any fire to be set, kindled or maintained, to any trash, grass or any inflammable material upon their own property or upon the property of another, or in, or on, any street, alley, road, land or public grounds within the corporate limits of the City of Huron without first obtaining a written permit therefor from the fire chief of the City of Huron.

B. The aforesaid permit shall be in printed form and shall contain such rules and regulations as the fire chief of the City of Huron shall deem necessary for the protection of persons and property. The permittee or his duly authorized agent, upon receipt thereof, shall sign said permit in the place so designated, and the signature as aforesaid shall be prima facie evidence of knowledge by the permittee and/or his agent of the rules and regulations contained in the permit.

C. Any burning allowed by permit as aforesaid shall comply with the rules and regulations contained in the permit, and any violation thereof shall constitute cause for permanent cancellation of such permit in addition to the other punishment provided herein. Such permits shall be available for inspection at any time to the members of the fire department and the police department of the City of Huron.

D. Any violation of this section shall be punishable by a fine not exceeding three hundred dollars ($300.00) or by imprisonment not exceeding ninety (90) days, or both.

8.08.020 - Haystacks and strawstacks—Storage and use regulated.

A. No haystacks or strawstacks over three (3) tons in weight shall be stored or maintained within the limits of the City of Huron.

B. Straw used for packing melons or in connection with melon operations shall be so placed that it will have adequate clearance from buildings, and such straw must be removed fifteen (15) days after the termination of melon packing operations in each particular case.

C. The city council of Huron herewith makes a finding that acts committed in violation of the foregoing subsections of this section constitute a fire hazard and a public nuisance.

D. Any person, firm or corporation violating the provisions of this section shall be guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine not to exceed two hundred and fifty dollars ($250.00), or by imprisonment in the Fresno County jail for not more than ninety (90) days, or be both such fine and imprisonment.

E. This section is enforceable by district fire chiefs, California Division of Forestry Officers, and fire and police officials of the City of Huron.
