§ 3-3.01. Reports of uncollectible debts: Preparation.¶
If any department head finds that any money is due or is believed to be due the City as fees for permits or licenses, as a result of any services performed by the City, or as a result of any act of the debtor, and such money is uncollectible or that efforts to collect any such sum would be disproportionately costly with relation to the probable outcome of the collecting efforts, such department head may prepare a report setting forth the findings and reasons therefor.

§ 3-3.02. Reports of uncollectible debts: Submission to Board of Review.¶
Such department head shall submit such report of findings and reasons to a Board of Review consisting of the Mayor, the City Attorney, and such department head, or the duly appointed representative of each.

§ 3-3.03. Sums less than $100.00.¶
Upon the unanimous approval of the findings by the Board of Review, the head of the department concerned may remove from the active accounts receivable of such department any unpaid sum owing, or believed to be owing, to the City from any person when the sum involved is less than $100.

§ 3-3.04. Sums of $100.00 or more.¶
If the report relates to an obligation or claim owing, or believed to be owing, to the City in the amount of $100 or more, the Board of Review shall make its recommendation upon the findings, and if the Board of Review unanimously approves the findings, it shall submit its recommendation to the Council, together with the findings. If the Board of Review does not unanimously approve the findings, the matter shall be returned to the head of the department. Upon the approval of the findings by the Council, the head of the department concerned may remove from the active accounts receivable the amount so approved.

§ 3-3.05. Collection when sums become collectible.¶
The removal of any unpaid obligation from the active accounts receivable of any department, as provided in this chapter, shall not preclude the City from collecting or attempting to collect any such sum which later proves to be collectible.

§ 3-3.06. Application of statute of limitations.¶
Should any sum owing to the City not be collected within the period of the statute of limitations of the State, which statute of limitations is applicable to any such obligation, the head of the department concerned may write off and cancel the obligation.

§ 3-3.07. Effect of provisions on other laws.¶
The provisions of this chapter shall supplement any other provision or procedure established pursuant to law by the City for the handling or removal of uncollectible accounts by the City.
