§ 12.08.010. City supervision required.¶
No work shall be done on the streets, avenues or alleys of the city, except by the direction of the city council, and under the supervision of the superintendent of streets.

§ 12.08.020. Permission required.¶
It is unlawful for any person to do any digging, filling or excavating in or upon any part of any of the streets, avenues or alleys of the city, to lay any water pipes in or upon any of the streets, avenues or alleys, or in any wise to dam up any water in and upon any part of such streets, avenues or alleys, or to flood or pour water in or upon any part of such streets, avenues or alleys, without the permission to do so, first obtained from the city council, or the superintendent of streets thereof; provided, that nothing herein contained shall apply to the proper watering and cultivation of trees, plants and flowers, or along any sidewalks or boulevards of the city.

§ 12.08.030. Violation – Penalty.¶
Any and every violation of the provisions of this chapter is a misdemeanor and shall be punishable as provided in HMC § 1.12.010.
