4-3-1: - ADOPTION OF FIRE CODE.¶
A.
Except as hereinafter provided in this Chapter, the City hereby adopts by reference that certain Fire Code known and designated as the Los Angeles County Fire Code, Title 32 of the Los Angeles County Code, including all appendices, as adopted by the County of Los Angeles and in effect March 2, 2023, incorporating the 2022 California Fire Code (Part 9 of Title 24 of the California Code of Regulations), including all changes made by the County of Los Angeles; and such Code shall be and become the Fire Code of the City of Hidden Hills.
In the event of any conflict between provisions of the California Fire Code, 2022 Edition, Title 32 of the Los Angeles County Code, or any amendment to the Fire Code contained in the Hidden Hills Municipal Code, the provision contained in the later listed document shall control.
B.
A copy of Title 32 of the Los Angeles County Code, along with a copy of the California Fire Code, 2022 Edition, and the 2021 Edition of the International Fire Code, have been deposited in the office of the City Clerk of the City of Hidden Hills and shall be at all times maintained by the Clerk for use and examination by the public.
C.
Whenever the terms "Building Code," "Plumbing Code," "Mechanical Code," "Electrical Code" or "International Building Code" are used in the Fire Code, these terms shall mean the building regulations of the City.

4-3-2: - RESPONSIBILITY FOR FIRE.¶
Any person who personally or through another willfully, negligently, or in violation of law sets a fire, allows a fire to be set, or allows a fire kindled or attended by such person to escape from his or her control, allows any hazardous material to be handled, stored or transported in a manner not in accordance with nationally recognized standards, allows any hazardous material to escape from his or her control, neglects to properly comply with any written notice of the chief, or willfully or negligently allows the continuation of a violation of the Fire Code and amendments thereto is liable for the expense of fighting the fire or for the expenses incurred during a hazardous materials incident, and such expense shall be a charge against that person. Such charge shall constitute a debt of such person and is collectible by the public agency incurring such expenses in the same manner as in the case of an obligation under a contract, expressed or implied.

4-3-3: - VIOLATIONS AND PENALTIES.¶
A.
Every person violating any provision of the Fire Code of the City or of any permit or license granted under that Code, or any rule, regulation or policy promulgated pursuant to that Code, is guilty of a misdemeanor, punishable as set forth in Section 1-5-1(A) of this Code, unless such violation is otherwise declared to be
an infraction by Section 4-3-4 of this Chapter. Each such violation is a separate offense for each and every day during any portion of which such violation is committed.
B.
Every violation declared to be an infraction by Section 4-3-4 of this Chapter is punishable as set forth in Section 1-5-1(B) of this Code.
C.
For purposes of subsection B of this Section, a forfeiture of bail shall be deemed a violation.

4-3-5: - FIRE HAZARD SEVERITY ZONES.¶
The Local Responsibility Area Fire Hazard Severity Zones map for the City of Hidden Hills dated March 24, 2025, as identified by the State Fire Marshal, is hereby adopted by the City of Hidden Hills and incorporated herein for all purposes. This map is available for inspection in the City Clerk's office at the Hidden Hills City Hall.

4-3-6: - ACTIVITIES PROHIBITED DURING RED FLAG WARNINGS.¶
A.
The following activities are prohibited during any time a red flag warning issued by the National Weather Service for any area that encompasses all or any portion of the City:
The use of portable outdoor barbecue grills.
The use of any outdoor fire pits, fireplaces, or any outdoor fire of any kind for any purpose.
Any outdoor activity that could cause a spark or flame.
The use of gasoline or propane powered equipment for home or property maintenance or repair (e.g. mowers, weed eaters, chainsaws, welders, and generators).
Outdoor smoking of tobacco, cannabis or any other inhalable product.
Parking vehicles over dry grass or vegetation.
B.
During a red flag warning, City-issued permits or other authorizations for activities to be located on City property or upon City streets may be reviewed, cancelled, and assigned to a later date if the City determines its staff or general public may be exposed to unnecessary danger.
