9.22.010 - Regulations in Civic Plaza Park.

A. The regulations herein shall apply to special or organized events that are sponsored or authorized by the City of Hesperia (the city) and/or the Hesperia Recreation and Park District (the district). Special or organized events shall include, but not limited to any festival, ceremony, competition, fundraiser, concert, fair, contest, movie showing, farmer's market, swap meet, or Christmas Tree lighting ceremony. Exceptions to this chapter may be granted by the city or the district to authorized programs or events involving dogs or wheeled devices.

B. It is unlawful and a public nuisance for any person to conduct any of the following acts within the limits of Civic Plaza Park during special or organized events:

  1. Possess an unleashed dog as prohibited by Section 6.08.020.

  2. Ride bicycles, scooters, segways, skates, in-line skates, skateboards, or self-powered wheeled devices having wheels less than six inches in diameter. Exceptions would be devices for disabled persons or seniors, and children's strollers.

C. During special or organized events, as defined in Section 9.22.010(A), the city at its discretion may impose additional restrictions if it finds that certain acts will interfere with the program or event.
