§ 13.04.010. Deposits.¶
Every applicant for water service shall make a cash deposit with the city based on the estimated monthly consumption of the premises involved, but in no case less than the amounts listed in a resolution passed by the city council establishing said deposit amount.
Such deposits may only be refunded on termination of service by the city. Said deposits may be forfeited if bills are delinquent.

§ 13.04.015. Turn-on fees.¶
Whenever water service to a new customer, whether owner, renter, is established, there shall be paid by the customer a turn-on fee in the amount of ten dollars. The charge is to be paid prior to turning on the service for the new customer.

§ 13.04.020. Service enlargements.¶
When an application is made by a consumer to enlarge an existing water service, said application shall be considered as applying for a new service.

§ 13.04.030. New service locations.¶
Where a service line has previously been installed by the department in anticipation of a future application, no choice of location is given to the applicant. If a new tap to an existing main must be made, the consumer may select the location, subject to the approval of the superintendent.
